120 <br />COUNCIL MEETING <br />NOVEMBER 3, 1981 <br />A regular meeting of the City Council of the City of Colton was held on the above <br />given date at 7:30 p.m., in the Council Chambers of City Hall, Mayor Gonzales <br />presiding. <br />Mayor Gonzales led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Councilman Leroy Rehrer. <br />ROLL CALL: <br />Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. <br />Also present were City Manager Trevino, City Attorney Edwards, and City Clerk <br />Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />October 22, 1981 <br />October 27, 1981 <br />Warrants <br />12683 through 12935 <br />101635 through 101820 <br />October 29, 1981, Inclusive <br />Easement <br />Accepted and authorized recording of water line easement by Weyerhaeuser. <br />Claim <br />Virginia Szaniowski vs. City of Colton. Denial recommended. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Consent <br />Calendar with the deletion of Item No. 4. pertaining to the Civic Center Parking <br />Lot Expansion. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamation <br />Mayor Gonzales read in full a Proclamation honoring City of Colton Veterans Week, <br />and presented the Proclamation to Ms. Betty Daniel of the Colton Woman's Club. <br />Police <br />Mayor Gonzales announced that it is his pleasure and the Council's to welcome <br />and formally appoint eleven, outstanding community minded men, who are committed <br />to a volunter Police Reserve Program. The following men were introduced and <br />presented with their Certificate of Appointment as Colton Police Reserve Officer: <br />Joe Diaz, Jr., Ramon J. Dorado, Manuel Gonzales, Edward A. Kerley, Jr., Cecil E. <br />Nottingham, Larry E. Phelps, Robert H. Schultz, Mark E. Walters, Raymond A. Yuill, <br />Jack Underhill, Buford W. Beckham. Manuel Marino, a 20 year old civilian was aslo <br />presented with a Certificate of Completion of the Reservist Program. Mr. Marino is <br />pursuing a career in Law Enforcement. <br />PUBLIC HEARINGS: <br />Alley Paving, Chapter 27 <br />Mayor Gonzales announced that this was the time and place fixed for public hearing <br />to review project costs for the alley paving project, Chapter 27, District No. 81- <br />23. <br />City Clerk Ramos submitted the Affidavit of Mailing and reported no objections or <br />protests had been received. Mrs. Ramos stated she would give the staff report for <br />the Superintendent of Streets. <br />Mrs. Ramos stated this project involves the grading and paving of the alley between <br />Tenth and Eleventh Streets and "N" and "0" Streets, under the proceedings of a <br />Chapter 27 of the Streets and Highways Code of the State of California. City Clerk <br />Ramos said the project was completed on October 2, 1981, with the total cost being <br />NOV J 1981 <br />
