116 <br />Mr. Tevino said in conversation with the Office on Aging, staff was advised that <br />these funds were Grant Funds from the government to the City, and it is Council's <br />sole prerogative to do what they wish with said funds and based on this staff <br />recommends that authorization be given to Mrs. Karr to sell the french fryer and <br />use the funds toward the purchase of new refrigerator with the provision that the <br />City is not obligated in any way monetarily toward the purchase of a refrigerator. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the <br />recommendation of staff. Unanimous vote. <br />Governmental Agency <br />S.B. County, Community Development Block Grant <br />City Manager Trevino reported the City of Colton has the opportunity to partici- <br />pate in a three year Community Block Grant Program through the County of San <br />Bernardino beginning in the Federal Fiscal Year 1982. Mr. Trevino said November 3, <br />is the last regular Council meeting before the deadline and he recommends that <br />this matter be placed on the Council Agenda for November 3, 1981, and that County <br />Representative Tom Laurin be invited to said meeting. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to place the <br />matter of participation in the County's Community Block Grant Program on the <br />November 3, 1981 Council Meeting Agenda and to invite Mr. Tom Laurin of the <br />San Bernardino County Office of Community Development to be present at that time. <br />Unanimous vote. <br />Planning <br />Conditional Use Permit Fee <br />City Manager Trevino reported the City is in receipt of a letter from Lucille <br />Otto wherein she requests waiver of the filing fee for a business concerning <br />the care of felines. Mr. Trevino explained the City, as a rule, does not waive <br />filing fees except for reasons of public interest, health, safety, and general <br />welfare; or perhaps misapplication of City Codes. City Manager Trevino stated <br />personal hardship is not considered a reason for waiver of a fee, however, the <br />City is cognizant of the fact that morally, in some instances, it must assist <br />that segment who is unable to meet monetary fees required and for this reason, <br />his recommendation reflects the following: That the City Council deny the <br />request for a waiver of fee, but authorize the City Manager to work with Mrs. Otto <br />in hopes that there may be some means to assist her in obtaining the necessary <br />funds for her Conditional Use Permit. <br />Mr. Trevino reported the Secretary for Bondiman & Associates after reading the <br />newspaper article on this matter, contacted his office about making a monetary <br />donation for the fee required. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes to approve the staff <br />recommendation as presented. Unanimous vote. <br />Permit <br />Parade - Fire Assoc. <br />Councilman Hayes apologized to the Council for the lateness in submitting this <br />request and stated that he had been in receipt of this application since August, <br />1981; however, due to his oversight it did not get placed on the regular Agenda. <br />Mayor Gonzales stated this request is from the Colton Fireman's Association and <br />is for a 10K Race to be held October 31, 1981, starting at 8:00 a.m. and the <br />purpose is to raise proceeds for local youth activities and the prevention of <br />child abuse. -- <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the 10K <br />Race Permit application as submitted by the Fireman's Association. Unanimous vote. <br />CLOSED SESSION <br />The City Council adjourned to Closed Session at 8:00 p.m. to discuss Personnel <br />and possible Litigation matters. <br />The Council reconvened at 8:28 p.m., all members present. <br />
