CLOSED SESSION: The City Council adjourned to Closed Session at 8:10 p. m., to discuss matters of possible Litigation, and reconvened at 8:35 p. m., all Members present. Legal City Attorney Edwards advised that the City Council has directed that the law firm of Best, Best & Krieger represent all defendants of the City is the law suit filed by Raymond Lopez. SPECIAL COUNCIL MEETING JUNE 23, 1981 A Special Meeting of the City Council of the City of Colton was held on the above given date in the Council Chambers of City Hall, located at 650 North La Cadena Drive, Colton, California, at 5:30 p. m., Mayor Gonzales presiding. Notice of Special Meeting was given on June 19, 1981, in compliance with Govern- ment Code Section 54956. Ill t iw Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. Also present were City Manager Trevino, City Attorney Edwards, and City Clerk Ramos. Library City Manager Trevino referred to a report on summary of proposals for the lease - leaseback construction of the proposed Library building for the City of Colton, stating that he and John Brown, of Best, Best & Krieger, have been working dili- gently and analyzing the proposals submitted, and they have now determined that Chuck King & Associates appear to be the best qualified firm with the most favor- able proposal based on a fixed interest rate of 10 percent and a term fixed for 10 years, no prepayment penalty, and also included are landscaping and public im- provements. Mr. Trevino concluded Staff recommends the City Council direct the City Manager and John Brown to meet with Chuck King and Associates to develop a lease -leaseback agree- ment and go back to the Council at the earliest date for a full presentation by Chuck King and Associates, preferably at the Council Meeting scheduled for July 21, 1981. Moved by Councilwoman Garcia, seconded by Mayor Gonzales, approving Staff's recommenda- tion with regard to proposal and lease -leaseback construction of proposed Library building for the City of Colton. Councilman Rehrer expressed concern about getting involved in an agreement before the City Council has seen or reviewed the actual agreement to see what it states, or be- fore any plans or drawings have been submitted for consideration.
