Mr. Trevino stated this will all be presented to the Council Members at the meetins 9
<br />to be held July 21, 1981.
<br />Councilman Rehrer then asked if, at that time, the City Council does not approve or
<br />agree with what has been presented to them and the proposal is rejected, how much
<br />would it cost the City for the contractor's time and efforts.
<br />Mr. Trevino replied he did not have a figure for that, and it would be difficult to
<br />calculate that at this time.
<br />Councilwoman Cisneros asked if the City has already rejected the other two proposals,
<br />and would the other contractors be able to present their proposals on July 21st also.
<br />Mr. Trevino stated that he and John Brown felt the best proposal submitted was from
<br />Chuck King and Associates and if the City Council does not agree with the proposal
<br />that will be presented to them at that time, the Council would have the option of
<br />rejecting it and requesting others.
<br />After additional discussion, Mayor Gonzales requested a Roll Call Vote on the
<br />motion as made:
<br />AYES: Five; Hayes, Cisneros, Rehrer, Cisneros, Gonzales.
<br />NOES: None.
<br />ABSENT: None.
<br />N Motion carried unanimously.
<br />Budget
<br />Q City Manager Trevino presented the 1981-82 proposed General Fund, Debt Service and
<br />Q Special Revenue Budgets to the City Council for consideration and study, advising
<br />that the Enterprise Funds proposed budget is still being studied and will be for-
<br />warded to the Council Members by Friday, June 26, 1981.
<br />Mr. Trevino continued the proposed appropriations of the General Fund total
<br />$6,406,303, up $448,297 over the 1980-81 fiscal year, or an increase of 7 percent,
<br />which was largely attributed to the additional requests for equipment replacement.
<br />Mr. Trevino advised that equipment requests are proposed to be funded totally from
<br />Federal Revenue Sharing, Equipment Replacement Reserve and State Parks Grants. There
<br />are no new positions being proposed, nor any positions deleted.
<br />Mr. Trevino concluded the proposed Budget was being presented to the Council Members
<br />this evening for their deliberation and review, and it will be studied at the next
<br />regular Council Meeting of July 7, 1981.
<br />Library
<br />Mr. Bob Keeney, of Keeney & Son, Inc., General Contractors, stated he would like
<br />to submit a proposal to the City Council for consideration concerning the proposed
<br />Library building, which he felt was a viable plan.
<br />Mr. Keeney stated the City could utilize their property and building located at
<br />the corner of 10th and "H" Streets, which contains approximately 12,000 feet of
<br />building area, for the proposed Library in trade for the property where the City
<br />yards is located, as they have been interested in this piece of property for some
<br />time, possibly to develop a senior citizens complex.
<br />After additional discussion, Mr. Keeney was told to submit something in writing,
<br />cost estimates, etc., at the next regular Council Meeting, July 7, 1981.

<br />Moved by Councilman Hayes, seconded by Councilwoman Garcia and unanimously passed,
<br />Mayor Gonzales adjourned the meeting at 5:52 p. m.
