216 <br />Mr. McGee said he has been in touch with the City of Rialto who also contracts with <br />SOCI and have been informed that Rialto also experienced deferred maintenance prob- <br />lems which were corrected as a result of direct contact with the contractor. Mr. <br />McGee said he plasn to write to SOCI and pursue correction of the problems at our <br />plant and although he would like to look into possibly switching contractors, he, at <br />this point, wants to insure that SOCI adheres to their contract. <br />Discussion followed on amount of profit being made by the City by contracting out the <br />maintenance of the Water Quality Control Plant. Mrs. Andengaard stated at the time <br />the contract was let, the City was operating at great deficit and by contracting out, <br />a profit was realized; however, due to increased Fuel Charges and other factors, it <br />now looks like the expenses are more than the revenue. <br />Mr. Elliott said a report could be prepared to the Council on this matter. <br />REFUSE <br />Acting City Manager Elliott reported that he had submitted a report to the Council <br />regarding the deficits of the Refuse Department. <br />Mr. Elliott reported the alternatives as he sees them are: Once a week pickup, <br />raise the rates, delete incentive plan and go to 8 -hour day or contract out for <br />services. Mr. Elliott said something needs to be done if this department is ever <br />to operate in the black. <br />Discussion was held with regard to what would become of City employees if this <br />service was contracted out. Mr. McGee said an agreement would have to be worked <br />out with the contractor, similar as was done with SOCI for Sewer, where the hauler <br />absorbs the City's employees into their work force. <br />Discussion was held on the refuse trucks, one man vs practicality. Mr. McGee said <br />the one man trucks do not work in Colton due to the type of pickup we offer - alley, <br />etc. <br />Mr. McGee reported that a source of revenue would be to charge the Commercial Private <br />Hauler a Franchise Fee, at the present, they only pay a business license fee. <br />Mr. McGee stated the Commercial Haulers are in the profitable business because the <br />pickup sites have good planning layout, whereas, the City's pickups are usually in <br />hard to get at locations. <br />Discussion was held on deleting the Incentive Plan and going to the 8 -hour day. It <br />was not determined whether this was a Meet and Confer Item or whether this had pre- <br />viously been approved by the City Council and not put into effect. <br />Mr. McGee pointed out that the landfill dumping site would reach capacity in the near <br />future and that the City should start looking for a way of hauling the refuse to a <br />transfer station to be operated by a private contractor or the City. <br />Council consensus was that a questionnaire be mailed to the refuse customers asking <br />them for their preference in the course of action the City should take - once a week <br />pickup or increase in rates. <br />Discussion was held on the radios in the refuse trucks with the consensus being that <br />they were not needed and should be deleted. <br />(FMFTFRY <br />Acting City Manager Elliott reported the deficit in the Cemetery continues to de- <br />crease and it looks like the City is headed in the right direction. <br />Councilman Rehrer said much of the credit for our improved condition goes to the <br />fine Cemetery Commission and their good recommendations. <br />Mr. Elliott said the Commission has expressed concern over other departments using <br />their backhoe, however, there is mutual exchange of Park equipment and personnel. <br />Discussion was held on the installation of the post and chains or the iron gates <br />to curtail some of the vandalism being experienced. <br />DEBT SERVICE <br />Mrs. Andengaard gave a report on the Debt Service Account and some of the bonds and <br />certificates that would soon be retired and paid. <br />CAPITAL IMPROVEMENTS <br />Mr. Elliott reported all Capital Improvements are being funded out of Revenue Sharing <br />one time use monies. <br />
