Discussion was held on the cost of an electric meter. Mr. Drews stated the City + <br />pays for the initial expense of the meter and installation, the owner is respon- <br />sible for the meter thereafter, with the exception of a defective meter. <br />Discussion on the possibility of visiting an electric generating site, such as the <br />Phoenix Nuclear Generating Plant, was held. <br />RECESS: <br />The City Council recessed at 7;45 p. m., and reconvened at 7:50 p. m., all members <br />present. <br />WATER: <br />Community Services Director Joe McGee, introduced Mr. Lyons, Water Superintendent. <br />Mr. McGee stated they have two basic changes they would like to request on the Water <br />Budget. <br />Mr. McGee stated that on Page 719, a request of $2,000 was made to pay for a study <br />of the complete system for modification to improve for a more efficient and effec- <br />tive water system. Mr. McGee stated it is strongly felt that the study is of im- <br />portance and should be funded; therefore, it is requested that $1,900 in Account 41 <br />of the same budget be placed in Account 35 for this study. <br />Mr. McGee stated the second change is on Page 722, Account 40, a request of $48,104 <br />was made and cut by the City Manager to $40,000. Mr. McGee said if the Council <br />would look in the middle of Page 722 they will see Meter Reading Charges of $39,254. <br />N Mr. McGee said these charges are paid to the Electric Utility Department and they <br />M are not negotiable; therefore, once these fees are paid, only $750 will be left in <br />hthis budget for purchasing necessary items and he is requesting that the $8,000 de- <br />leted be put back in. <br />Q <br />Mrs. Andengaard stated there was sufficient monies in the available fund balance to <br />restore the $8,000. <br />Discussion was held on initiation of Standby Time Policy for the Water Department. <br />Councilman Rios asked about Page 736, Capital Improvements, there was $40,000 budgeted <br />in 1981-82, but no money actually expended and the 1982-83 request is for $20,000. <br />Mr. Terry Lyons responded that extensive capital improvement projects were accomplished <br />however, the City choose to use Community Development Block Grant money instead of City <br />Revenue. <br />Discussion was held on problems being experienced with some steel water lines and the <br />possibility of using an insert to strengthen the lines. <br />Councilman Rios inquired about the Walnut Water Reservoir repair. <br />Mr. Lyons responded that he would like to see the reservoirs scheduled every 3 to 5 <br />years for cleaning and inspection and that this particular reservoir is long over- <br />due and assuming the reservoir is in good structural condition the funding requested <br />is for estimated repair for the sealing of the joints and cracks. <br />Mr. Lyons explained the telemetering system as an automatic monitoring of the water <br />system which determines and tells you what is happening on each of the wells. Mr. <br />Lyons said the present system is piece mealed and the entire system needs to be re- <br />placed, this will be done in phases; the amount requested is for a phase of the whole <br />project. <br />Mayor Huntoon stated the City needs to look at some sound public relations with the <br />..0 water customers and utility users in general, to held conserve in the peak demand <br />periods. <br />Discussion followed on the high cost charged to customers for using utilities during <br />peak demand periods. Mrs. Andengaard said some information literature could be pre- <br />pared and inserted with the customer bill. <br />SEWER OPERATION AND MAINTENANCE <br />City Engineer McGee reported that he had met with Mr. Mike Itnyre, Plant Operator <br />at the Water Quality Control Plant, and that he had toured the plant with Mr. Itnyre. <br />Mr. McGee stated Mr. Itnyre appears to have a good working knowledge of the Plant <br />Operations and its needs, however, he does not have control of expenditure funds. <br />Mr. McGee stated he noted a number of houskeeping problems. Mr. McGee said the <br />contractor SOCI is treating discharge water per State standards, but they have a <br />deferred maintenance problem. <br />
