Insurance Broker of Record, is present to inform the Council on the work they do <br />for the City. 211 <br />Mr. Schlotter gave the Council Members a resume of three of the main types of in- <br />surance that they handle for the City. Mr. Schlotter reported they see themselves <br />as an extension of staff because they work with Staff to get the best insurance deal <br />for the City's money. <br />Mr. Schlotter said they don't exclude other brokers, especially if the brokers have <br />a different market than Calvert -Belden. Mr. Schlotter said they have been respon- <br />sible for making some sound decisions that have saved the City a considerable sum <br />of money. Mr. Schlotter reported they solicit for and listen to various proposals <br />for our umbrella insurance policies for Workers Compensation, General Liability, <br />fire for large pieces of rolling stock, etc. <br />Assistant Finance Director Young explained that a certain amount is set aside for <br />insurance premiums and any money left over after paying the premiums is deposited <br />in the reserve account for self-insurance coverage. <br />Community Promotion <br />Mr. Elliott reported the Chamber of Commerce will be presenting a program outline <br />at the Budget Meeting scheduled for June 14, 1982. <br />BUILDING AND SAFETY <br />Acting City Manager Elliott reported that as earlier proposed in hearing the Planning <br />Budget, the deletion of the Building & Safety Director would save this budget $36,500. <br />Discussion was held on the current composition of the Building & Safety Department. <br />The position of Building Inspector Trainee was discussed, Mr. Elliott stated the <br />position is being used as a maintenance person for the civic center and community <br />centers, etc. The possibility of transferring this position to another department <br />with greater need was discussed. <br />Acting City Manager Elliott asked if the City Attorney could render an opinion as to <br />whether the consolidation of the Planning and Building & Safety Departments had to <br />wait until July 1, 1982, or could it be approved by the Council prior to that date. <br />City Attorney Edwards responded the consolidation could take place upon Council ap- <br />proval. <br />Acting City Manager asked the Council to consider immediate approval, as the Building <br />and Safety Department is currently operating without an immediate supervisor and are <br />technically under the City Manager's Office and this type of supervision is impracti- <br />cal. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve the consolida- <br />tion of the Planning and Building & Safety Departments, with the Planning Director <br />as the Department Head. Unanimous vote. <br />COMMUNITY SERVICES <br />City Engineer Joe McGee, stated he has reviewed the Engineering Budget and agrees <br />with the recommendation of the Acting City Manager. <br />Councilman Rios asked for the difference between a Principal Engineering Aide and a <br />Senior Engineering Aide. <br />Mr. McGee responded the difference is in the responsibility area. The Principal <br />acts as the general supervisor with a greater area of responsibility than the <br />Senior. <br />A question was raised on the duties of the Public Works Inspector. <br />Mr. McGee responded this person is responsibile for inspecting all sidewalk, curb <br />and gutter projects in the City and the person also works on various citizen com- <br />plaints. <br />Discussion was held on the Street sweeping program, the street overlay, and com- <br />plaints on the condition of Rancho Avenue in front of the High School Gym. <br />Discussion was held on Traffic Signals and the possibility of having the Electric <br />Department do some of the routine work. It was concurred, that City Engineer McGee <br />and Electric Utility Superintendent Drews, would review this matter to determine if <br />maintenance of the Traffic Signals could be done at a lesser cost by the City. <br />Mr. McGee brought up a request for a new roof for the City Yards.
