Chairperson Garcia declared the Redevelopment Agency Public Hearing open.

<br />Mayor Huntoon continued the record contains the following documents: The proposed
<br />Redevelopment Plan, and report to the City Council on the proposed Redevelopment
<br />Plan; Environmental Impact Report; and Preliminary Plan.
<br />Mayor Huntoon said before he asked those who wish to speak to come forward, he
<br />would like to request Mr. Milt Farrell, Consultant to the Redevelopment Agency,
<br />to introduce the Agency Staff Members who will respond to questions and to present
<br />the Redevelopment Plan to us.
<br />Mr. Milt Farrell advised that the Redevelopment Agency Staff includes Mr. Phil
<br />Elliott, Acting Executive Director and Secretary, Mr. David Zamora, Administra-
<br />tive Assistant, Mrs. Jennifer Thornberry, Coordinator for this Project, and Mr.
<br />Jaime Aguilera, Planning Director for the City of Colton, who has had quite a
<br />bit of input on the plan. Mr. Farrell stated the Consulting Team for this Project
<br />consists of himself as Coordinator, Mr. George Zimmerman, of Zimmerman Consulting
<br />Engineers, and Mr. John Brown, Legal Counsel of Best, Best and Krieger.
<br />Mayor Huntoon then asked Mr. Farrell for a summary of the Environmental Impact
<br />Report.
<br />Mr. Farrell stated that Mr. Ernie Glover, of Patterson & Nunez, is present this
<br />evening and will make the report.
<br />N Mr. Glover advised that Patterson & Nunez prepared the Environmental Impact Report
<br />for this Redevelopment Project and this is a generalized EIR and can serve as a
<br />master EIR against which other proposals can be prepared. Mr. Glover continued
<br />that the EIR treats thirteen major separate subject areas ranging from the impact
<br />Q of various land use proposals to social factors, traffic and circulation, air
<br />Q quality, drainage, soils and geology, biology, cultural and historical resources,
<br />and noise factors. Mr. Glover concluded this report is intended to provide infor-
<br />mation and analyses which will enable appropriate public agencies and concerned
<br />individuals to evaluate the environmental affects of the proposed Redevelopment
<br />Plan and to outline measures to mitigate or elininate any significant adverse im-
<br />pacts of the project upon the environment, or of the environment upon the project.
<br />Mr. Milt Farrell then gave an explanation of the proposed Redevelopment Plan, stat-
<br />ing the project area contains approximately 425 acres of land. Mr. Farrell referr-
<br />ed to a map oulining the boundaries of the project area and the residential, indus-
<br />trial and commercial land uses. Mr. Farrell said one of the main objectives of
<br />the Redevelopment Plan is to stimulate development to create new jobs in the indus-
<br />trial area, to free some of the land -locked parcels that are currently undevelop-
<br />able, to provide a better quality of entry to the industrial area north of the
<br />Southern Pacific Railroad tracks, provide street improvements and other improve-
<br />ments to the sewer and water systems, and provide flood control systems in that
<br />area so that it can be more properly developed, provide better street circulation
<br />and better streets in the residential areas, and an improved intersection at Barton
<br />Road.
<br />Mr. George Zimmerman, of Zimmerman Consulting Engineers, then spoke about the public
<br />works improvements for the project, indicating the total amount estimated for public
<br />works would be eight million dollars, including all of the funding for the project.
<br />Mr. Zimmerman then discussed the proposed corrective street and intersection align-
<br />ments for better circulation, water services and fire protection, and sewer improve-
<br />ments in the area.
<br />Mr. Farrell then reviewed a Conceptual Development Plan prepared by the Staff
<br />Consultants indicating the various uses that would be applicable to the Project
<br />Area, which would all be in conformance with the City's General Plan. Mr.
<br />Farrell stated is has been suggested that a small park be placed in the area.
<br />Mr. Farrell advised the proposed potential development for the area is approxi-
<br />mately 1,700 residential units, 1,450,000 square feet of industrial buildings,
<br />and approximately 120,000 square feet of new commercial area in the way of a
<br />neighborhood commercial center at the southwest corner near Barton Road. The
<br />projected build -out period would be approximately 6 years for the commercial,
<br />12 years for the residential, and 20 years for the industrial. The estimated
<br />private investment that would be put into this project area is suggested to be
<br />approximately $280,000,000, which would be the amount of private sector invest-
<br />ment that would take place in the project area. The project should produce ap-
<br />proximately 2,000 new industial jobs and approximately 250 new commercial jobs.
<br />The life of the Redevelopment Plan is set at 15 years as a maximum time to in-
<br />cur debt, project expenditures to put in the public improvements that are neces-
<br />sary, and an additional 25 years to retire the debt, in the event there is any
<br />bonded indebtedness, and this project could be done with both cash and bonds.
<br />The maximum amount of bonded indebtedness in the Plan calls for $16,400,000.
<br />Mayor Huntoon then asked the City Clerk to read written communications received
<br />in favor of the proposed Redevelopment Plan.
