City Clerk Ramos responded that she had not received any written communications <br />2 3 0 n favor of the Redevelopment Plan. <br />Mayor Huntoon then stated all persons wishing to speak in favor of the Redevelopment <br />Plan will now have an opportunity to speak by approaching the microphone, stating <br />their name and address, and addressing their comments directly to the Redevelopment <br />Plan. <br />Those speaking in favor of the Redevelopment Plan were Mr. Dave Graff, representing <br />Fredericks Development Company, and Mr. Dick Fields with the Southern Pacific Indus- <br />trial Development Company. <br />Mayor Huntoon then asked the City Clerk to read any written communications received <br />in opposition to the proposed Redevelopment Plan. <br />City Clerk Ramos referred to a letter dated July 21, 1982, from the San Bernardino <br />Community College District opposing the proposed Redevelopment Project because of <br />the potential load and excess cost of servicing the increased population, and the <br />potential fiscal impact of this growth would place considerable strain on the Dis- <br />trict's projected resources. <br />Mayor Huntoon stated all persons wishing to speak in opposition of the proposed <br />Redevelopment Plan, or those having questions regarding the proposed Redevelopment <br />Plan, will now have an opportunity to speak by approaching the microphone, stating <br />their name and address and addressing their comments directly to the Redevelopment <br />Plan. <br />Mr. Earl Young, of W. R. Showalter & Associates, representing Pacific Coast Builders, <br />stated Pacific Coast Builders wish to go on record as being against being included <br />in the Project Area as they feel their project is well enough along and they have <br />contributed to the improvements along Cooley Drive, Hunts Lane and Cooley Lane, <br />either by having already put those improvements in or have been bonded for them <br />as their tract progresses, and they feel that in today's market, and particularly <br />the cost versus the enhancement, to their particular tract is not justified. <br />Mr. Robert Rich, Director of Administrative Services of the Colton Joint Unified <br />School District, stated he was appearing this evening at the request of the Board <br />of Trustees as they are gravely concerned about the Redevelopment Plan for the <br />Santa Ana River Redevelopment Project, due to future impaction within the Colton -- <br />Joint Unified School District's schools and the financial implications involved. <br />Mr. Rich stated the School District desires to have language added to the Plan <br />which will insure the alleviation of impaction of the schools and to provide a <br />mechanism to assist the School District in case the existing laws regarding property <br />tax and schools change. <br />Mr. William Katz, part owner of a parcel at the northwest corner of Hunts Lane and <br />Barton Road, stated he was speaking in opposition to the Redevelopment Project, be- <br />cause of the cost involved for the project and increased costs for improvements, he <br />did not want to be involved in an eight million dollar project as he was not a de- <br />veloper and did not have that kind of money, he did not feel this was a "blighted" <br />area due to the many surrounding developments that have taken place adjacent to this <br />property, and he did feel that something should be done with the reallignment of the <br />intersection of Barton Road, Hunts Lane and Reche Canyon Road as this was presently <br />a death trap. <br />Mr. John Brown, Legal Counsel for the Redevelopment Agency, spoke in response to <br />comments made by Mr. Katz indicating that the very items brought up by Mr. Katz <br />did, in fact, constitute conditions which would qualify this area for redevelop- <br />ment under the Community Redevelopment Laws. <br />Ms. Dolores Carter, Administrative Analyst with the San Bernardino County Admini- <br />strative Offices, spoke about the Redevelopment Project and a possible impact or <br />financial burden because of the proposed project and the use of tax increment funds <br />as the financing mechanism. Ms. Carter advised that the County has identified there <br />could be some potential impact involved, and she asked that the Counsel, Consultants, <br />or any other appropriate party get in touch with a member of the County to come to <br />some agreement prior to the adoption or passing of the Ordinance on this Plan. <br />Mr. Earl Young stated he was speaking as a citizen of the community, and spoke in <br />regard to the flood control of the area in question, especially as it relates to <br />the overflow from San Timiteo Canyon. <br />Mayor Huntoon stated all persons wishing to comment on the Environmental Impact Re- <br />port now have an opportunity to speak. <br />Mr. Robert Rich stated that although he was in favor of the Environmental Impact Re- <br />port as it was presented, he, too, would request that the City Council and the Re- <br />development Agency consider this matter carefully and direct Staff and Legal Counsel <br />JUL .N 6 1982 <br />
