Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1622 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 1622 for Second Reading, reading it <br />as to number and title only. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to pass Second <br />Reading and adopt Ordinance No. 1622. Unanimous vote. <br />ORDINANCE NO. 1622 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1602, <br />Second Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Audit <br />Councilman Rios said he would like to make a motion to hire the firm of Ross, Landis <br />and Pauw, CPA's of Riverside, to review and to report on the petty cash and related <br />expense accounts of the City for the past two years; the City Attorney shall notify <br />the firm of this action and all City Staff shall cooperate to aid in the work; the <br />work shall start immediately and up to $2,000 will be authorized for it. Motion <br />seconded by Councilwoman Cisneros and unanimously passed. <br />(y) Councilwoman Garcia mentioned that she feels items of this nature should be brought <br />to the Council Members' attention so that everyone knows what is going on, and not <br />Q be "springing" any surprises. <br />Q Discussion then followed among Council Members and Staff with regard to the proposed <br />audit, and the audit now being performed by Quezada, Navarro and Company. <br />Library <br />Mayor Huntoon said he would also like to make a motion concerning the Library, as <br />follows: <br />The City Manager is directed to report to the Council on the status of the <br />project to construct a Library for the City; the report shall include a <br />listing and description of all documents that have been signed on behalf <br />of the City and by all other parties; a listing and description of all <br />documents that have not yet been signed by all parties and which would be <br />utilized in order to accomplish the project; a listing and description of <br />all actions that have been completed and that remain to be completed to <br />accomplish the project and a statement of the various options now available <br />to the City; a statement of possible changes that the City may make includ- <br />ing changes in financing, changes in design, and changes in the parties in- <br />volved; until receipt of the report and further Council consideration of the <br />matter, all agents and representatives of the City are directed to cease <br />their activities regarding the project, it being the intention of the <br />Council that nothing further be signed or otherwise done for the time being. <br />Councilwoman Garcia stated she felt this was completely out of order and against <br />Roberts Rules of Order. Mrs. Garcia stated it would be an illegal act for this <br />Council to rescind any previous actions, approvals, or signed documents that were <br />made by the former City Council. Mrs. Garcia contended you said you were not going <br />on a "witch hunt" and that is exactly what you are doing. <br />Mayor Huntoon responded that he is not going on any "witch hunt", he merely would <br />like to be brought up to date on what is going on and what has transpired, and he <br />would like to have a listing of what has taken place to this point. <br />Councilwoman Cisneros stated that she would certainly like to have that information <br />made available to her also, and that she would second the motion. <br />After additional discussion, Mayor Huntoon asked for a Roll Call Vote on the motion <br />as made, which was as follows: <br />AYES: Three; Cisneros, Rehrer, Huntoon. <br />NOES: One; Garcia. <br />ABSENT: None. <br />Motion carried, with Councilman Rios Abstaining from voting. <br />APR 2 3 1982 <br />
