lectric Utilities <br />177 <br />Mr. Trevino referred to a memorandum and report from Electric Utility Director, Gale <br />Drews, regarding the Residential Conservation Service Program and making this program <br />available to homeowners of our City who use electricity exclusively and who live in <br />single family homes or a building of four units or less. The purpose of this program <br />is to evaluate cost effectiveness of a range of conservation and solar measures. All <br />investor-owned utilities are required by the State to provide this program, with the <br />cost being a part of the rate base for these utilities. <br />Mr. Trevino concluded Staff recommends that the conservation audits be provided to <br />our all -electric residential customers. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, approving Staff's recom- <br />mendation with regard to the Residential Conservation Service Program. Vote was <br />unanimous. <br />W. Q. C. P. <br />Change Orders <br />Mr. Trevino reported on change orders for the Wastewater Treatment Plant renovation, <br />Change Order No. 7, in the amount of $2,856.58, and Change Order No. 8, in the amount <br />of $1,025.19, recommending approval for payment of these change orders. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, approving and authorizing <br />payment of Change Order Nos. 7 and 8, as outlined by Staff, for the Wastewater Treat- <br />ment Plant Renovation. Unanimous vote. <br />7 W.Q.C.P. <br />< Change Order <br />Q Mr. Trevino also referred to a change order, concerning the Wastewater Treatment <br />Plant Renovation, which will reduce the contract price by $139.34, adjusting the <br />contract amount to $175,820.66. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, approving Change <br />Order No. 1, reducing contract price by $139.34, relating to the Wastewater Treat- <br />ment Plant Renovation. Unanimous vote. <br />Special Assessments <br />Assessment District No. 79-1 <br />Mr. F. MacKenzie Brown, Legal Counsel for Assessment District No. 79-1, Airport Com- o <br />merce Center, stated before the City Council considers the three resolutions and <br />Letter of Agreement this evening, he would like Mr. Hamilton to make a brief presen- <br />tation concerning the improvements and construction of public works within the assess- <br />ment district. <br />Mr. Walt Hamilton, representing Willdan Associates of Anaheim, California, gave a <br />brief description of the work to be performed and construction of certain improve- <br />ments, storm drain and apprutenances, street improvements and appurtenances, and <br />also indicated the boundaries of Assessment District No. 79-1, Airport Commerce <br />Center. <br />Mr. Brown stated it would now be in order for the City Council to consider for ap- <br />proval Resolution No. 4193, appointing the Superintendent of Streets to perform <br />various duties and the newspaper for the legal publication; Resolution No. 4194, the <br />formal determinations regarding the Petition; and Resolution No. 4195, the jurisdic- <br />tional resolution under the "1913 Act" proceedings, declaring intent to order improve- <br />ments and issue the bonds, "1915 Act". <br />Moved by Councilwoman Garcia, seconded by Mayor Gonzales, to approve Resolution No. <br />^- 4193. Unanimous vote. <br />RESOLUTION NO. 4193 - RESOLUTION OF THE CITY COUNCIL DESIGNATING PERSONS TO PERFORM <br />VARIOUS DUTIES FOR SPECIAL ASSESSMENT PROCEEDINGS. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, Oto approve Resolution No. <br />4194. Unanimous vote. <br />RESOLUTION NO. 4194 - RESOLUTION OF THE CITY COUNCIL MAKING FINDINGS ON PETITION. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Resolution No. <br />4195.
