Unanimous vote. <br />RESOLUTION NO. 4192 - WEED ABATEMENT, FINDING, DETERMINING AND DECLARING INSUFFICIENT <br />OBJECTIONS OR PROTESTS TO THE REMOVAL OF PUBLIC NUISANCE. <br />CORRESPONDENCE: <br />Library/Bids <br />Mayor Gonzales referred to a letter dated March 31, 1982, received from Renald J. <br />Anelle, President of the Colton Library Board, requesting to appear before the <br />City Council. <br />Mrs. Eleanor Beckwith, representing the Colton Library Board of Trustees, stated <br />that the Library is in favor of constructing a new library, however, they were re- <br />questing that the City Council hold off on awarding the bid for construction of the <br />library at this time, for at least thirty days, in order to pursue alternatives for <br />the proposed second floor. <br />Uti l.i tv Rates <br />Mayor Gonzales read a letter dated April 1, 1982, from Maxine Nacsin, requesting that <br />the City Council consider offering multiple sclerosis victims reduced utility rates <br />in the City of Colton. <br />Councilman Hayes recommended that this matter be referred to Staff for study and <br />report. <br />Appeals <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to set for Public Hear- <br />ing on Tuesday, April 20, 1982, at 7:30 p. m., Appeal of Greg P. Kent on Planning <br />Commission decision regarding Tentative Tract Nos. 12197 and 12205. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Budget <br />Internship Program <br />City Manager Trevino reported from his memorandum regarding a National Hispanic <br />Field Service Program with the University of California at Riverside to assist <br />Hispanics who wish to enter the field of Public Administration. <br />Mr. Trevino advised the University is seeking internships from municipalities for <br />graduate students for the summer months, and the cost for two students, for a three <br />month period, is estimated to be approximately $8,000. Mr. Trevino said that De- <br />partment Heads have indicated an interest in this program, and it has been suggested <br />that the Departments allocate approximately $750 in the 1982-83 Budget to cover the <br />costs. Students would then be placed in each department for approximately two weeks <br />and be given projects that would aid the City and, at the same time, expose the stu- <br />dent to various facets of City government. <br />Mr. Trevino concluded Staff would recommend the Council concur with this concept and <br />authorize the City Manager to include the $8,000 expenditure in the 1982-83 Budget. <br />Discussion then followed among Council Members and Staff with regard to the proposed <br />program, previous programs of this kind conducted by the City, costs involved, and <br />the participation of surrounding cities in this type of program. <br />Moved by Councilwoman Garcia, seconded by Mayor Gonzales, to approve the National <br />Hispanic Field Service Internship Program and authorize the City Manager to include <br />the $8,000 expenditure in the 1982-83 Fiscal Year Budget.
