<br />Mayor Huntoon read in full a Resolution recognizing September 17, 1982, as Citizen-
<br />ship Day and the week of September 17 through 23, 1982, as Constitution Week. The
<br />Resolution was presented to Rev. Robert K. Johnson.

<br />Mayor Huntoon declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no objec-
<br />tions or protests had been received.
<br />Planning Director Aguilera reported that the applicant, Rev. Christopher Soupos for
<br />Eva Flores, has requested a change of zone from R-1, single family residential, to
<br />R-3, multiple family residential, on property located at 1223 North La Cadena Drive,
<br />for the purpose of establishing a boarding facility to house the poor and destitute
<br />to be known as "The Saint James Shelter".
<br />Mr. Aguilera continued though the Planning Commission felt that this project was
<br />commendable, it did not feel this would be the proper location due to the predomi-
<br />nance of single family residential development in that area, and a petition contain-
<br />ing approximately 122 names, opposing the project, was received at the public hear-
<br />ing held July 27, 1982.
<br />Mr. Aguilera concluded it was the Planning Commission's recommendation that the pro-
<br />posed change of zone be denied, as outlined in Planning Commission Resolution No.
<br />1044, and, if Council concurs, adoption of Resolution No. 1044 would be in order.
<br />Mayor Huntoon asked if anyone in the audience desired to speak in favor of this
<br />matter.
<br />The following people spoke in favor of the zone change request and proposed project
<br />stating the shelter would be provide a service to the City and be a real help to
<br />people, assist those who are temporarily homeless and without immediate or adequate
<br />means of support, and aid destitute families.
