<br />Mayor Huntoon then asked if anyone in the audience desired to speak in opposition
<br />to this matter.
<br />The following people spoke in opposition to the zone change request and proposed
<br />project stating that although the proposed shelter had a great deal of merit and
<br />was a very worthwhile and charitable project, it was in the wrong location, it
<br />would be detrimental to the surrounding residential neighborhood, and might at-
<br />tract undesirables.

<br />Mayor Huntoon asked if anyone else desired to speak on this matter.
<br />Moved by Councilman Rehrer, seconded by Councilman Rios, to terminate the Public
<br />Hearing. Unanimous vote.
<br />Council Members commented on the proposed project stating that although this was a
<br />very worthwhile program and, indeed, the shelter had much merit, the main disadvan-
<br />tage seemed to be the location and the problems that could arise with the surround-
<br />ing residences.
<br />Councilman Rios suggested that possibly a different zone classification could be
<br />considered, wherein certain requirements would be necessary regulating the opera-
<br />tion of the shelter.
<br />Planning Director Aguilera stated the shelter is a permitted use in an R-3 zone, --
<br />which is being requested; however, although the shelter would also be a permitted
<br />use in a C-1 zone, a Conditional Use Permit would be required to conduct this
<br />operation, which would stipulate certain conditions and requirements.
<br />Council consensus was that possibly Rev. Soupos could look for a more appropriate
<br />location for the shelter, which would be more beneficial for all concerned.
<br />Moved by Councilman Rehrer, seconded by Mayor Huntoon, to adopt Planning Commission
<br />Resolution No. 1044, denying the zone change request. Unanimous vote.
<br />Community Development Act
<br />Mayor Huntoon declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no objec-
<br />tions or protests had been received.
<br />Planning Director Aguilera reported Staff is in the process of preparing information
<br />that is anticipated will be required in the application for Block Grant Funds, how-
<br />ever, to date, HUD has not set forth the regulations and application requirements
<br />for the Grant. Mr. Aguilera continued a public hearing held for the purpose of de-
<br />veloping a needs assessment would definitely be an advantage when applying for the
<br />Grant, whether or not it is a requirement, since the Block Grant Program is direct-
<br />ed toward assisting the community and meeting its needs, and HUD looks favorably —
<br />on citizen participation.
<br />Mr. Aguilera said Staff would suggest that the Council receive input from citizens
<br />through the public hearing and any new items from the floor or the City Council
<br />can be added to the list previously provided by Staff, and items not considered
<br />important be removed from said list.
<br />Mr. Aguilera advised that when the needs assessment list has been completed, Staff
<br />will submit a cost analysis to Council at a later meeting for review and for priori-
<br />tization of the proposed projects.
<br />Mr. Aguilera concluded Staff can only estimate the the grant amount will be between
<br />$400,000 and $500,000 for a one year funding cycle, the actual amount may be more
<br />or less. In either case, it is not likely that all of the proposed projects would
<br />be funded, and those projects approved for funding may not be funded for the entire
<br />amount requested.
