Mr. Aguilera then referred to a map outlining the major areas for improvements <br />which will include curb and gutter, sewer, Lytle Creek channelization, Mt. Verno 2 4 7 <br />Avenue water main, Luque Center addition, low interest business loans, housing <br />rehabilitation program, etc. <br />Mayor Huntoon asked if anyone in the audience desired to speak on this matter. <br />Mr. Frank Smith, 270 West F Street, Colton, stated he would like curb and gutter <br />and street paving done on the east side of 6th Street, between "G" and "E" Streets. <br />Mrs. Bea Hernandez, 289 East "N" Street, Colton, stated she was very happy to learn <br />that South Colton will have curb and gutter and sewer improvements at last. <br />Mr. Chuck Farrell, 205 East "N Street, Colton, stated he would like to see added <br />to the list of priorities off-site improvements for homes and the waiver for these <br />improvements removed. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to terminate the Public <br />Hearing. Unanimous vote. <br />Staff was instructed to take these suggestions into consideration and proceed with <br />establishing a list of priority projects, and bring this information back to <br />the City Council at a later date for consideration and approval. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Parks Division <br />Fleming Park <br />Q Moved by Councilman Rehrer, seconded by Councilman Rios, approving request for use <br />Q of Fleming Park by the Healing Waters Assembly on Saturday, August 28, 1982. Vote <br />was unanimous. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, approving request for <br />use of Fleming Park by the Colton High School Band on Thursday, September 2, 1982, <br />from 6:00 to 10:00 p. m. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Special Assessments <br />Assessment District 78-2 <br />City Attorney Edwards referred to his memorandum dated August 11, 1982, and a proposed <br />resolution with regard to foreclosure action on Assessment District No. 78-2 in the <br />Cooley Ranch and appointing attorneys from Best, Best & Krieger to institute such <br />proceedings. <br />Mr. Bob Glass, representing the mobile home park on the Cooley Ranch requested that <br />the City Council hold off on any foreclosure action for at least thirty days. Mr. <br />Glass mentioned a problem regarding erroneous tax bills for the fiscal year stating <br />they have to work these matters out with the County. Mr. Glass also spoke to the <br />City Council with regard to the sewer problem at the mobile home park, and the long- <br />awaited hookups. <br />Mr. Edwards spoke about the sewer moratorium stating he could certainly understand <br />the inconvenience this has caused, however, Staff is working diligently to get this <br />matter resolved and the sewer plant in full operation. <br />Mr. Edwards then discussed the tax increments on the three assessment districts on <br />the Cooley Ranch, stating it is the third assessment district, 78-2, that the City <br />is now involved with. Mr. Edwards continued that the bond holders are entitled to <br />a very substantial payment by July 1 of next year, and the City Treasurer has ad- <br />vised that unless the City converts the indebtedness of the mobile home park into <br />money, the fund will be in default as of that date. <br />Mr. Edwards stated the reason for his recommendation to the City Council, authorizing <br />the action to proceed, was unless the City is authorized to proceed, when July 1, <br />1983 comes around, the City Treasurer will not have the money and an assessment dis- <br />trict, in the name of the City of Colton, will be in default which is something that <br />should be avoided because it is detrimental to the City, even though it is not direct- <br />ly the credit of the City that is involved. <br />Mr. Edwards concluded after discussing this matter for some time with Mr. Glass and <br />other Staff members, it is Staff's recommendation to proceed. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve Resolution No. <br />4243.
