Budget <br />— Kes. No. 4267 <br />273 <br />City Manager Elliott reported on the mid -year budget recommendations, advising that <br />the budget adjustments are in the amount of $82,220. All capital requests are from <br />current year Revenue Sharing funds, and other requests are from Utility surplus and <br />cost savings. This request also includes the transfer of the Building Inspector <br />Trainee to the position of Maintenance Man I assigned to the Water Department. <br />Mr. Elliott concluded Staff would recommend approval of Resolution No. 4267, adopt- <br />ing the mid -year budget recommendations. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve Resolution <br />No. 4267. Unanimous vote. <br />RESOLUTION NO. 4267 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />THE 1982-83 FISCAL YEAR BUDGET. <br />Agreements <br />Xerox Services <br />Mr. Elliott reviewed his memorandum with regard to authorizing the City Manager to sign <br />an Agreement for a Lease System for Xerox services, which would allow a change from the <br />status of "rental" to "lease program", adding a period of one year to our existing agree- <br />ment. Mr. Elliott advised the overall cost savings for a four-year estimate would be <br />N $14,912.42. <br />CY) After additional discussion, moved by Councilman Rios, seconded by Councilwoman Cisneros, <br />7 approving and authorizing City Manager to sign Lease Agreement for Xerox services. Vote <br />G[ was unanimous. <br />Governmental Agencies <br />County Board of Supervisors <br />Mr. Elliott informed the Council Members that the County Board of Supervisors is <br />recommending that the State of California construct a prison in the Glen Helen area, <br />north of San Bernardino, and in this regard Staff was presenting two proposed reso- <br />lutions, one indicating Colton's opposition to the location of a state prison any- <br />where in San Bernardino County, Resolution No. 4268; and the other indicating Colton's <br />opposition to the location of a state prison in the Glen Helen area, Resolution No. <br />4269. Mr. Elliott said Staff recommends adoption of one of these resolutions. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to approve Resolution No. <br />4269. Unanimous vote. <br />RESOLUTION NO. 4269 - RESOLUTION OF THE CITY OF COLTON OPPOSING THE LOCATION OF A <br />STATE PRISON IN THE GLEN HELEN AREA. <br />Closed Session <br />City Manager Elliott requested a Closed Session at the end of the meeting to discuss <br />Meet and Confer Matters. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance Nos. 1630 & 1631 <br />Second Reading <br />City Attorney Edwards introduced Ordinance Nos. 1630 and 1631 for Second Reading, read- <br />ing them as to number and title only, stating that both ordinances could be handled by <br />one motion. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to pass Second Reading and <br />adopt Ordinance Nos. 1630 and 1631.
