RESOLUTION NO. 4264 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE SANTA ANA RIVER REDEVELOPMENT PROJECT. Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve City Council Resolution No. 4265. Unanimous vote. RESOLUTION NO. 4265 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FINDING AND DECLARING THAT THE PROVISION OF LOW AND MODERATE INCOME HOUSING OUTSIDE THE SANTA ANA RIVER REDEVELOPMENT PROJECT AREA IS OF BENEFIT TO THE PROJECT AREA. Mr. Brown then introduced Ordinance No. 1632 for First Reading. Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to pass First Reading of City Council Ordinance No. 1632, and waive full reading. Unanimous Vote. ORDINANCE NO. 1632 - ORDINANCE OF THE CITY OF COLTON APPROVING AND ADOPTING THE RE - First Reading DEVELOPMENT PLAN FOR THE SANTA ANA RIVER REDEVELOPMENT PROJECT. Mr. Brown then requested that Second Reading of Ordinance No. 1632 be held before the end of this year. Consensus was that an Adjourned Meeting would be held on Wednesday, December 29, 1982, at 5:00 p. m. PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: Annexations Res. No. 4266 Planning Director Aguilera reported on Annexation North 16, advising that Father Gelskey previously petitioned the Local Agency Formation Commission to be annexed to the City of Colton, and the City has already taken steps to approve the tax negotiations and is in the process of prezoning said property. Mr. Aguilera stated Resolution No. 4266 signifies the final acceptance by the City of this annexation, and once the resolution is accepted, it will be forwarded to the L.A.F.C., who, in turn, will issue a Certificate of Completion within approxi- mately thirty days. Speaking in opposition to Annexation North 16, because it is an irregularly shaped parcel landlocking three properties whose owners do not want to annex to the City of Colton, it will be difficult to police, especially the right-of-way that connects it to Stevenson Street, it will cause more traffic congestion, and the majority of resi- dents in this County island are opposed to annexing preferring to keep their country life style and that this is another toe -hold for the City, were the following: James E. and Elsie D. Carroll, 1122 Stevenson Street, Colton. Gladys Blaylock, 1109 West Olive Street, Colton. Robert J. Taylor, 789 Cypress Street, Colton. Mrs. Carroll presented a Petition to the City Council containing approximately 61 names, opposing the proposed annexation. It was pointed out that the City had not initiated this annexation, it was applied for by Father Gelskey with the Local Agency Formation Commission. After additional discussion, moved by Councilman Rios, seconded by Councilwoman Garc to approve Resolution No. 4266. Unanimous vote. RESOLUTION NO. 4266 - RESOLUTION APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY, DESIGNATED "COLTON ANNEXATION NORTH 16" TO THE CITY OF COLTON AND WITHDRAWING SAID ANNEXED AREA FROM COUNTY SERVICE AREA SL -1, COUNTY SERVICE AREA 38, IMPROVEMENT ZONE G OF COUNTY SERVICE AREA 38, COUNTY SERVICE AREA 70 AND IM- PROVEMENT ZONE A OF COUNTY SERVICE AREA 70.
