Unanimous vote. <br />RESOLUTION NO. 4265 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FINDING <br />AND DECLARING THAT THE PROVISION OF LOW AND MODERATE INCOME <br />HOUSING OUTSIDE THE SANTA ANA RIVER REDEVELOPMENT PROJECT <br />AREA IS OF BENEFIT TO THE PROJECT AREA. <br />Mr. Brown then introduced Ordinance No. 1632 for First Reading. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to pass First Reading <br />of City Council Ordinance No. 1632, and waive full reading. Unanimous Vote. <br />ORDINANCE NO. 1632 - ORDINANCE OF THE CITY OF COLTON APPROVING AND ADOPTING THE RE - <br />First Reading DEVELOPMENT PLAN FOR THE SANTA ANA RIVER REDEVELOPMENT PROJECT. <br />Mr. Brown then requested that Second Reading of Ordinance No. 1632 be held before the <br />end of this year. <br />Consensus was that an Adjourned Meeting would be held on Wednesday, December 29, 1982, <br />at 5:00 p. m. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Annexations <br />Res. No. 4266 <br />Planning Director Aguilera reported on Annexation North 16, advising that Father <br />Gelskey previously petitioned the Local Agency Formation Commission to be annexed <br />to the City of Colton, and the City has already taken steps to approve the tax <br />negotiations and is in the process of prezoning said property. <br />Mr. Aguilera stated Resolution No. 4266 signifies the final acceptance by the City <br />of this annexation, and once the resolution is accepted, it will be forwarded to <br />the L.A.F.C., who, in turn, will issue a Certificate of Completion within approxi- <br />mately thirty days. <br />Speaking in opposition to Annexation North 16, because it is an irregularly shaped <br />parcel landlocking three properties whose owners do not want to annex to the City of <br />Colton, it will be difficult to police, especially the right-of-way that connects it <br />to Stevenson Street, it will cause more traffic congestion, and the majority of resi- <br />dents in this County island are opposed to annexing preferring to keep their country <br />life style and that this is another toe -hold for the City, were the following: <br />James E. and Elsie D. Carroll, 1122 Stevenson Street, Colton. <br />Gladys Blaylock, 1109 West Olive Street, Colton. <br />Robert J. Taylor, 789 Cypress Street, Colton. <br />Mrs. Carroll presented a Petition to the City Council containing approximately 61 <br />names, opposing the proposed annexation. <br />It was pointed out that the City had not initiated this annexation, it was applied <br />for by Father Gelskey with the Local Agency Formation Commission. <br />After additional discussion, moved by Councilman Rios, seconded by Councilwoman Garc <br />to approve Resolution No. 4266. Unanimous vote. <br />RESOLUTION NO. 4266 - RESOLUTION APPROVING THE ANNEXATION OF CERTAIN UNINHABITED <br />TERRITORY, DESIGNATED "COLTON ANNEXATION NORTH 16" TO THE <br />CITY OF COLTON AND WITHDRAWING SAID ANNEXED AREA FROM COUNTY <br />SERVICE AREA SL -1, COUNTY SERVICE AREA 38, IMPROVEMENT ZONE <br />G OF COUNTY SERVICE AREA 38, COUNTY SERVICE AREA 70 AND IM- <br />PROVEMENT ZONE A OF COUNTY SERVICE AREA 70. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />
