Notice of Completion <br />2 66 Acceptance of Wastewater Treatment Plant Renovation Aeration System <br />Equipment, Gray Engineering. Authorize recording of Notice of Completion. <br />Claims <br />Deny claim of Arthur Ferrall. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to approve the <br />Consent Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Rotary Club <br />Mr. Bruce Gray, President of the Colton Rotary Club, presented the Police <br />Department with a Varda Silent Radio Stakeout System. <br />Resolution of Commendation <br />Mayor Huntoon read a Resolution of Commendation for the Colton Woman's Club, <br />Able/Disable Committee. Mrs. Marian Hemphill accepted the resolution on behalf <br />of the Woman' Club. <br />Mrs. Evelyn Rehrer, President of the Colton Woman's Club read a letter addressed <br />to the Mayor and City Council in which the Woman's Club expressed their gratitude <br />for the assistance rendered the Club in the accomplishment of its endeavors. <br />Boards and Commissions <br />Recreation & Parks Commission <br />Mayor Huntoon read the Recreation & Parks Commission recommendation to appoint <br />Robert Diaz and Rhonda Smith as student associate members with Lauri McMillen <br />as the alternate. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve the <br />appointments of Robert Diaz, Rhonda Smith and Lauri McMillen to the Recreation <br />& Parks Commission, as student associate members and alternate as recommended. <br />Unanimous vote. <br />Planning Commission <br />Mayor Huntoon read his memorandum on Appointment of Members of the Planning <br />Commission, submitting Richard Mosher for a term to expire November 30, 1986, <br />Jack Cook for a term to expire November 30, 1986, Antonio Vilches for a term <br />to expire November 30, 1985, and William J. Coleman for a term to expire <br />November 30, 1984. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to ratify the appoint- <br />ments to the Planning Commission. Motion carried. Councilman Rehrer voting NO. <br />PUBLIC HEARINGS: <br />Prezoning and Negative Declaration for Annexation North 16 <br />Mayor Huntoon declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of publication and reported no written <br />objections had been received. <br />Planning Director Aguilera reported the Council has previously agreed to annex <br />the property known as Annexation North 16 and as part of the annexation procedure, <br />the City must designate a proper zone for the property. -- <br />Planning Director Aguilera stated the Planning Commission reviewed this matter <br />and agreed with staff's recommendation to prezone the property R-1 (single- <br />family residential). Mr. Aguilera stated this is the existing zoning for the <br />property, as well as, that of the surrounding property. Mr. Aguilera recommended <br />first reading of Ordinance No. 1630 with second reading scheduled for December 21, <br />1982. <br />Mrs. Elsie Carroll, 1122 Stevenson St., addressed the Council stating she and <br />the majority of the surrounding property owners are opposed to the annexation <br />and in particular, feels that the annexation would cause problems due to an <br />existing access road that landlocks three adjoining properties. <br />A resident of 1091 E. Stevenson St., stated the residents in the County area do <br />not want any further City encroachment and feel with the Church annexation, the <br />chance of the residents being annexed is greater. <br />DEC 7 1982 <br />
