Planning Director Aguilera stated the proposed annexation which is not before the Council this evening, would be beneficial to the City when in the future Laure12 67 Street is extended and made a through street, the City would then be dealing within its own boundary. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer to close the public hearing. Unanimous vote. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve first reading of Ordinance No. 1630. Unanimous vote. ORDINANCE NO. 1630 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. Amendment Index No. TA -2-82 Mayor Huntoon declared the public hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported no written protests had been received. Planning Director Aguilera reported the Cooley Ranch area has developed with similar and aesthetically pleasing architectural design up to this time without regulated architectural design, however, the City is presently powerless to deny N construction of buildings which do not conform to the existing quality. (y) Mr. Aguilera stated Planning Commission has reviewed this matter and recommends that authority to review and approve architectural standards for the Cooley Q Ranch area should be given to the Development Review Committee in order to prevent Q deterioration of the area. Planning Director Aguilera recommended first reading of Ordinance No. 1631 with second reading scheduled for December 21, 1982. Mayor Huntoon asked if there was anyone in the audience wishing to speak on this matter. No one responded. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close the public hearing. ORDINANCE NO. 1631 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING ORDINANCE NO. 1602, AND CHAPTER 18 OF THE COLTON MUNICIPAL CODE, ESTABLISHING A COMPREHENSIVE PLAN FOR ZONING AND LAND USE. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Closed Session City Manager Elliott called for a Closed Session to discuss personnel matters. The Council convened to Close Session at 7:54 p.m. and reconvened at 9:01 p.m. with all members present. Moved by Councilman Rehrer, seconded by Councilman Rios, to approve Resolution No. 4261.
