1 6 0r. Robert Wilkinson, representing the owner and Pick Your Parts, advised that this
<br />project will not create a problem with water services, fire hazards, or other condi-
<br />tions, as before the applicant would be issued a building occupancy certificate, all
<br />codes, requirements, conditions, etc., would have to be met. Mr. Wilkinson said
<br />also they would try to obtain tenants for the proposed industrial buildings as soon
<br />as possible, the buildings would not be left standing vacant.
<br />Mayor Gonzales asked if anyone else present desired to speak on this matter.
<br />Moved Councilwoman Garcia, seconded by Councilman Hayes, to terminate the Public
<br />Hearing. Motion carried, with Councilman Rehrer voting NO.
<br />Councilman Hayes referred to a letter from the Chamber of Commerce with regard to
<br />the proposed project, stating he was in agreement with their letter. Mr. Hayes
<br />said he was not in favor of a fire station being located at this site.
<br />Councilwoman Cisneros spoke against the proposed project, stating that as long as
<br />she has been on the City Council she has spoken out against junk yards in South
<br />Colton, and she will continue to speak out against them. Mrs. Cisneros said the
<br />present owner has never complied with the conditions imposed on them, and she felt
<br />they would not with the proposed project either.
<br />Mayor Gonzales asked what were the Council's wishes with regard to Resolution No.
<br />4183.
<br />Councilman Rehrer stated that he also was opposed to another operation of this
<br />kind in that area, and therefore, he would move for denial of the Appeal and the
<br />Conditional Use Permit application. Motion seconded by Councilwoman Cisneros.
<br />Upon Roll Call, the Vote was:
<br />AYES: Two; Cisneros, Rehrer.
<br />NOES: Three; Hayes, Garcia, Gonzales.
<br />ABSENT: None.
<br />Motion did not carry.
<br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Appeal and
<br />Conditional Use Permit application. Upon Roll Call, the Vote was:
<br />AYES: Three; Hayes, Garcia, Gonzales.
<br />NOES: Two; Cisneros, Rehrer.
<br />ABSENT: None.
<br />Motion carried.
<br />Mayor Gonzales spoke about the proposed project stating he felt this was a positive
<br />move for South Colton, it will help to upgrade the area and eliminate the blight and
<br />deterioration that has existed for years, bringing about the progress that is needed.
<br />Mayor Gonzales stated this will also help to eliminate the congested traffic in the
<br />residential areas and heavy trucks from Wilson School.
<br />Councilman Rehrer said he felt it would be interesting for someone in South Colton
<br />to make a traffic survey now of the auto parts operation located in the County pocket
<br />in that area.

<br />Res. No. 4184
<br />Planning Director Aguilera referred to Resolution No. 4170, previously approved by
<br />the City Council, setting a public hearing concerning the land swap and annexations
<br />between the City of Colton and the City of Rialto. Mr. Aguilera stated that in
<br />order to finalize the procedures as required by the LAFC, Staff was recommending
<br />a public hearing be set for Tuesday, March 16, 1982.
<br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to set for Public Hear-
<br />ing on Tuesday, March 16, 1982, final annexation procedures between the City of
<br />Colton and the City of Rialto. Unanimous vote.
