14 Mayor Pro Tem Hayes asked Mr. Crews if the Utilities Commission had indicated an <br />interest in meeting with the City Council on this item. <br />Mr. Crews stated he felt the Utilities Commission would be interested in attending <br />a meeting with the City Council, if the Council so desired. <br />After additional discussion, it was decided that an Adjourned Meeting would be set <br />up for next Wednesday, January 13, 1982, at 6:00 p. m., and that the Members of the <br />Utilities Commission would be invited to attend. <br />Rptirpmpnt <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to continue the _ <br />matter of Disability Retirement of a Safety Member, Resolution No. 4171, to the <br />next regular City Council Meeting, January 19, 1982. Unanimous vote. <br />Refuse/Budget <br />City Manager Trevino read his memorandum regarding payment of an outstanding bill <br />to Peabody Company, Solid Waste Management, for delivery to the City of trash bins <br />of various sizes. <br />Mr. Trevino advised the bill amounts to $3,870.91 and there are sufficient funds <br />in the Refuse Department's Depreciation Account, #23-4050-22, to cover this pay- <br />ment, as outlined in Resolution No. 4172. <br />After additional discussion, moved by Councilwoman Garcia, seconded by Councilman <br />Rehrer, to approve Resolution No. 4172. Unanimous vote. <br />RESOLUTION NO. 4172 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />THE 1981-82 FISCAL YEAR BUDGET. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Zoning <br />Moratorium <br />City Attorney Edwards advised during the period when the new General Plan was being <br />prepared, a moratorium was placed on the expansion of industrial use of land in an <br />area of the City, and the moratorium will continue until June 2, 1982. <br />Mr. Edwards stated if the Council wishes, it may repeal the moratorium prior to that <br />expiration date by adopting Ordinance No. 1613, and, if that is the wish of the <br />Council, a motion to waive full reading and to introduce Ordinance No. 1613 would <br />be appropriate. <br />Moved by Councilwoman Garcia, seconded by Mayor Pro Tem Hayes, to waive full reading <br />and introduce for First Reading Ordinance No. 1613. <br />Councilman Rehrer felt this was a bit hasty, inasmuch as the General Plan has not <br />been adopted in its entirety, especially the South Colton area. <br />Mr. Edwards stated that the General Plan for the South Colton area is forthcoming <br />for the Council's consideration and approval, and the area involved in the mora- <br />torium is not a part of the South Colton General Plan and therefor would not be <br />considered. <br />After discussion, a vote on the motion as made was taken with Councilwoman Garcia <br />and Mayor Pro Tem Hayes voting AYE, and Councilwoman Cisneros and Councilman Rehrer <br />voting NO. Motion did not carry. <br />Elections <br />City Attorney Edwards introduced Resolution No. 4173 for Council's consideration <br />and approval, relating to candidate's statements and filing fees for the forth- <br />coming General Municipal Election to be held April 13, 1982. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve Resolu- <br />tion No. 4173. Unanimous vote. <br />RESOLUTION NO. 4173 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALI- <br />FORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OF- <br />FICE, PERTAINING TO MATERIALS SUBMITTED TO ELECTORATE AND THE <br />COSTS THEREOF FOR THE GENERAL MUNICIPAL ELECTION TO BE HELD <br />IN SAID CITY ON TUESDAY, APRIL 13, 1982. <br />SAN iJ4G <br />
