Appeal s 139 <br />Mayor Pro Tem Hayes referred to a Mailgram received from Mr. Harry L. Keiffer, <br />President of A & K Developments, Inc., requesting a continuance of the Public <br />Hearing concerning his Appeal, to the next regular City Council Meeting. <br />Mayor Pro Tem Hayes declared the Public Hearing open. <br />Deputy City Clerk Veralrud submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to continue the Public <br />Hearing on Appeal filed by Mr. Harry L. Keiffer on Planning Commission Resolution <br />No. 1010, to Tuesday, January 19, 1982. Unanimous vote. <br />CORRESPONDENCE: <br />Mayor Pro Tem Hayes read in full a letter from Richard W. Crane, Pastor of the First <br />Baptist Church, commending the City for recent improvements of new sidewalks and <br />parkway trees on their property. <br />Chamber of Commerce <br />r Mayor Pro Tem Hayes read in full a letter from Bruce Gray, President of the Colton <br />N Chamber of Commerce, expressing sincere appreciation for the City's assistance in <br />the success of their "Chirstmas in the Park" parade and program and the preparation <br />(y) of Fleming Park for this event. <br />Q PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />General Plan <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to set for Public Hear- <br />ing on Tuesday, January 19, 1982, the South Colton Specific Plan. Unanimous vote. <br />Annpxatinnc <br />Planning Director Aguilera advised that as a part of the continuing process to finalize <br />the City of Colton and the City of Rialto land swap, Staff recommends approval of <br />Resolution No. 4170, which will put into motion a thirty -day waiting period during <br />which time protests may be accepted by the City Clerk. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Resolution <br />No. 4170. Unanimous vote. <br />RESOLUTION NO. 4170 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON GIVING <br />NOTICE OF PROPOSED MUNICIPAL REORGANIZATION TO INCLUDE ANNEXA- <br />TION TO THE CITY OF COLTON AND DETACHMENT FROM THE CITY OF <br />RIALTO AND ANNEXATION TO THE CITY OF RIALTO AND DETACHMENT <br />FROM THE CITY OF COLTON AS DESCRIBED THEREIN AND GIVING NOTICE <br />OF THE TIME AND PLACE FOR HEARING PROTESTS THERETO. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Southern California Edison Company <br />Mayor Pro Tem Hayes stated there will be a disbursement of funds from the Southern <br />California Edison Company as a refund, and Staff is recommending the City Council <br />adjourn this evening's meeting to a day, possibly next week, in order to discuss <br />the proposed use of these monies. <br />Councilman Rehrer felt that before the City Council takes any action on this <br />matter, it should be brought before the Utilities Commission for their recom- <br />mendations. <br />Electric Utility Director Gale Drews advised that the Utilities Commission dis- <br />cussed and reviewed this matter at the first meeting in December. Mr. Drews said <br />that he has also written a memorandum, with recommendations, on the proposed use <br />of the refund monies. <br />Councilwoman Cisneros asked that Staff look into the possibilities of refunding <br />monies to the residential users in our community, as she has had many telephone <br />calls on this matter. <br />City Manager Trevino advised that he has Mr. Drews' memo, along with other materials <br />from the City Manager's Office, relating to this matter and as soon as the Council <br />Members decide on a date for the Adjourned Meeting, he will make this information <br />available to the Council Members. <br />JAN 'E, 1982 <br />
