Partial Funding of Community Development Coordinator Position

<br />Planning Director Aguilera reported as Council is aware, the City will no longer
<br />be participating in the County H.U.D. program, but rather will be applying for
<br />grants directly to H.U.D. Mr. Aguilera stated that based on these facts, the
<br />County is reducing the Coordinator's salary to 1/4 of her time because of the
<br />low activity of construction projects remaining under the existing H.U.D. grant.
<br />Mr. Aguilera said the new grant should be approved by October 1, 1982, at which
<br />time the Coordinator will go back to a fulltime position; however, since the City
<br />will now be applying for the new grant on its own, it will be necessary to fund
<br />the position on a fulltime basis until October 1, 1982. Mr. Aguilera stated
<br />the amount from the General Fund necessary to fund the position through
<br />October 1st will be $4,040.00 and this will assure the City of having a
<br />Staff person to put an application together. Mr.Aguilera said should the
<br />position not be maintained, the City could lose approximately $200,000.
<br />Mr. Aguilera requests partial funding of this position until October 1, 1982.
<br />Councilman Rios asked Mr. Aguilera if we are definitely going to get
<br />this funding on October 1, 1982.
<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Community Services Director McGee reported that Tract No. 10094 is a 43 lot
<br />subdivision located on the east side of Pennsylvania Avenue between Johnston
<br />and Esperanza Streets, and in order to construct this tract, the developer
<br />must record by the fifteenth of this month.
<br />Mr. McGee stated that the financing of the houses is contingent on the map
<br />being recorded. Mr. McGee said the City has certain fees required to be
<br />paid prior to Council approval for recording a tract; the developer has
<br />indicated that he now has the fees in hand and will soon have a letter of
<br />credit. Mr. McGee stated that inasmuch as the City does not have the nec-
<br />essary fees receipted, Staff would recommend approval of Tract 10094 contin-
<br />gent on receipt of fees and the letter of credit.
<br />Councilman Rios asked J. D. Slade, developer o this project, if he antici-
<br />pated any problems with fees. Mr. Slade stated they are waiting for a letter
<br />of credit.
<br />City Attorney Steve Edwards asked if there is any litigation pending that
<br />might be a problem. Mr. Slade stated that an encroachment must be resolved
<br />on Lot 42. Mr. Slade agreed not to build until this is resolved.
<br />Councilwoman Garcia inquired as to the square footage of these homes. Mr.
<br />Slade replied they will he from 1,000 to 1,400 square feet with 7,800 sq. ft.
<br />lots which will be landscaped. Councilwoman Garcia asked if any portion of
<br />the homes will be prefabricated. Mr. Slade stated that nothing would be pre-
<br />fabricated. Mr. McGee stated that he has recommended to the developer that
<br />Lots 42 and 43 be combined so that he would have a buildable parcel.
<br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve
<br />Tract No. 10094 contingent upon receipt of fees and letter of credit.

<br />Bea Hernandez, 258 East N Street, Colton, stated that she would like to see
<br />an adequate P.A. system installed in the Council Chambers.
<br />Acting City Manager Elliott stated that it was ordered 12 months ago and should
<br />be installed very shortly.
