Recommend <br />denial. <br />Parks <br />Request use of Fleming Park for Little Miss Colton Contest, Saturday, July 24, <br />1982, 5:00 to 7:30 p. m. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve the Consent <br />Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Appointments <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, ratifying appointment <br />of Genevieve Gilmore to the Lay Advisory Board of the Inland Library System. Vote <br />was unanimous. <br />PUBLIC HEARINGS: <br />Appeals <br />Mayor Huntoon declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no pro- <br />tests or objections had been received. <br />Planning Director Aguilera advised that after lengthy discussion, at a meeting held <br />March 23, 1982, the Planning Commission denied the application filed by Mr. Kent on <br />the grounds as outlined in Planning Commission Resolution No. 1030. Mr. Kent ap- <br />pealed the Planning Commission decision and this matter was set for Public Hearing <br />before the City Council. <br />Mr. Aguilera stated if the City Council concurs with the Planning Commission recom- <br />mendation, approval of Planning Commission Resolution No. 1030 would be in order, <br />however, if the City Council wishes to approve Tentative Tract Nos. 12197 - 12205, <br />approval of Resolution No. 4222 would be in order. <br />Mr. James L. Price, Attorney representing the law firm of Kinkle, Rodiger & Spriggs, <br />presented a Petition to the City Council, containing approximately 128 signatures, and <br />stated these residents are in opposition to the proposed development because there <br />are no provisions for the improvement of Reche Canyon Road and Prado Lane as a con- <br />dition for development approval, inadequate ingress/egress to the proposed project, <br />and inappropriate land use. Mr. Price stated the residents are also concerned about <br />the over -crowded conditions this development will create with the local schools. <br />Mr. Gregg Kent, of Kencor Builders -Developers in Huntington Beach, read a resume and <br />historical summary concerning Tentative Tract Nos. 12197 through 12205, a 182 acre <br />parcel located at the end of Prado Lane in the Reche Canyon area, from the beginning, <br />in March of 1980, to the present time. <br />Mr. Kent advised that they are willing to provide a fire station site at no cost <br />to the City, if the City was willing to provide not less than an 8 inch water <br />main to the fire station site with the understanding that this main could be -- <br />utilized by the developer of the subject property at no cost to the developer for <br />providing this water service, and this would serve the County residents as well as <br />the City residents in Reche Canyon. <br />Mr. Kent said he did not feel there would be a traffic problem created as this <br />project would be constructed over a six-year period with not more than 40 houses <br />being built at any one time, under the City's analysis and approval, and if con- <br />ditions are unacceptable at any time, the Planning Commission has the power to <br />deny further construction until the condition is adjusted. <br />Mr. Kent stated he did not feel this project would cause school impaction as the <br />homes are being designed for the more mature family and if children were to be a <br />part of these family groups, the majority would be of high school age or older. <br />Councilman Rios asked how long is Prado Lane. <br />JUN 1�1982 <br />
