Mr. McGee advised an urgency exists since there are several OCD loans that are being <br />22 ()delayed until the City has reached a decision on this agreement and, if the City <br />Council can determine a policy on this, the OCD loan applicants can be allowed to <br />continue with their projects. <br />Discussion followed among Council Members and Staff with regard to the revised <br />Agreement, requirements of the homeowners, and the City's position in this re- <br />gard. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve revised Agree- <br />ment to Construct Off -Site Improvements and policy for its use as outlined by Staff. <br />Unanimous vote. <br />Public Works <br />Res. No. 4223 <br />Mr. McGee reported on Resolution No. 4223, which ascertains and determines the <br />prevailing wage scale for public works projects in the City of Colton pursuant <br />to Section 1770 of the Labor Code of the State of California, and replaces the <br />current resolution that has become obsolete. <br />Mr. McGee stated that Staff would recommend approval of Resolution No. 4223. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution <br />No. 4223. Unanimous vote. <br />RESOLUTION NO. 4223 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ASCER- <br />TAINING AND DETERMINING THE GENERAL PREVAILING RATE OF WAGES <br />ON PUBLIC WORKS IN THE CITY OF COLTON. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Recreation Director Max Lofy presented a proposed Agreement with Lonnie's Plumbing <br />of Colton for maintenance of the Colton Municipal Plunge, for Council's considera- <br />tion and approval, who also performed the duties and substance of work to maintain <br />the equipment and mechanical operation of the plunge system last year. <br />Mr. Lofy advised that this year the maintenance agreement will also include the <br />training of a City employee in the maintenance and upkeep of the plunge system, <br />and Mr. Lofy was recommending that a present Park or Water Division employee of <br />the Community Services Department be selected to fulfill this work assignment, <br />with the method of selection or assignment being determined by the Director of <br />Community Services, who would best be able to evaluate his personnel and their <br />respective availability. <br />After discussion among Council Members and Staff, moved by Councilwoman Cisneros, <br />seconded by Councilwoman Garcia, to approve Agreement with Lonnie's Plumbing for <br />maintenance of the Colton Municipal Plunge as outlined by Staff. Unanimous vote. <br />Community Centers <br />Mr. Lofy reported on the Senior Citizen Nutritional Hot Meals Program that is carried <br />on at both the Lawrence A. Hutton and Pete Luque Community Centers, provided by the <br />Steelworkers Oldtimers Foundation and funded by the Federal Older Americans Act <br />through the County of San Bernardino. <br />Mr. Lofy advised that this year the Office on Aging made territorial changes involv- <br />ing site management which will require a new arrangement with theCounty and two <br />separate memorandum of understanding agreements. Mr. Lofy said he recommends con- <br />tinuing the nutritional programs and signing the memorandum of understanding docu- <br />ments. — <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, authorizing and approv- <br />ing execution of Memorandum of Understanding Agreements with the County of San <br />Bernardino and continuing the Nutritional Program for Senior Citizens at both Com- <br />munity Centers as outlined by Staff. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel <br />Res. No. 4220 <br />Acting City Manager Elliott recommended approval of Resolution No. 4220, establish- <br />ing a Pay and Classification Plan for the employees of the City, effective July 1, <br />1982, together with the monthly salary schedule, which incorporates salary increases <br />approved last year for employees of the General Unit, Police Unit and Fire Unit. <br />JL'N 1 U 1982 <br />
