I UCouncilwoman Cisneros and Garcia expressed concern with regard to the Cemetery being closed so early in the day, stating that this would be difficult for many people to visit the Cemetery after working hours. After additional discussion, on Council consensus, this matter was referred back to Staff for further study and report. Water Quality Control Plant Mr. Stephen Herrera, representing Krieger & Stewart of Riverside, made a presentation to the Council Members with regard to the Industrial Waste Pretreatment Program, as it relates to the City's Water Quality Control Plant. Mr. Herrera advised that pursuant to the Clean Water Act, the City has been given grants for development of a Waste Water Treatment Plant and as part of the Industrial Waste Pretreatment Program, studies are being made for the prevention of pollutants from contaminating the water, and also the recycling of water for additional use. Mr. Herrera stated four areas of concern for development of the Pretreatment Program are an Industrial Waste Survey, development of a Waste Water ordinance, monitoring dis- charges to the sewer, and development of procedures to coincide with the proposed ordi- nance. This was an informational report and no action was taken by the City Council. CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: Ordinance No. 1620 Second Reading City Attorney Edwards introduced Ordinance No. 1620 for Second Reading, reading it as to number and title only: ORDINANCE NO. 1620 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1602, Second Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to pass Second Reading and adopt Ordinance No. 1620. Unanimous vote. ORAL COMMUNICATIONS: Street Maintenance Mr. Joe Moreno, 470 West M Street, Colton, asked who is responsible for the alignment of the alleys in the City, and advised the Council Members of the problem he has with the alley behind his home. City Manager Trevino asked Mr. Moreno to come into City Hall and this matter could be discussed with Staff for possible resolution. City Policies Mr. Jerry Rios, 890 Louise Street, Colton, presented to each Council Member a letter, which he read in full, requesting information of 11 items pertaining to City functions, procedures, policies, etc., and asked that this information be made available to him prior to Friday, March 19, 1982. City Manager Trevino stated that Staff would work on these items and get the informa- tion together. CLOSED SESSION: The City Council adjourned to Closed Session at 8:14 p. m., to discuss Personnel Matters, and reconvened at 8:37 p. m., all Members present. Public Works/Water Division City Manager Trevino requested that the City Council consider holding an Adjourned Regular Meeting one day next week in order to discuss the repair of the City's three million gallon reservoir. ADJOURNMENT: Moved by Councilwoman Garcia, seconded by Councilman Hayes and unanimously passed, Mayor Gonzales adjourned the meeting at 8:42 p. m., to meet for an Adjourned Regular Meeting on Tuesday, March 23, 1982, at 5:30 p. m., in the Council Chambers of City Hall.
