I UCouncilwoman Cisneros and Garcia expressed concern with regard to the Cemetery being <br />closed so early in the day, stating that this would be difficult for many people to <br />visit the Cemetery after working hours. <br />After additional discussion, on Council consensus, this matter was referred back to <br />Staff for further study and report. <br />Water Quality Control Plant <br />Mr. Stephen Herrera, representing Krieger & Stewart of Riverside, made a presentation <br />to the Council Members with regard to the Industrial Waste Pretreatment Program, as <br />it relates to the City's Water Quality Control Plant. <br />Mr. Herrera advised that pursuant to the Clean Water Act, the City has been given <br />grants for development of a Waste Water Treatment Plant and as part of the Industrial <br />Waste Pretreatment Program, studies are being made for the prevention of pollutants <br />from contaminating the water, and also the recycling of water for additional use. Mr. <br />Herrera stated four areas of concern for development of the Pretreatment Program are <br />an Industrial Waste Survey, development of a Waste Water ordinance, monitoring dis- <br />charges to the sewer, and development of procedures to coincide with the proposed ordi- <br />nance. <br />This was an informational report and no action was taken by the City Council. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1620 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 1620 for Second Reading, reading it <br />as to number and title only: <br />ORDINANCE NO. 1620 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1602, <br />Second Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to pass Second Reading <br />and adopt Ordinance No. 1620. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Street Maintenance <br />Mr. Joe Moreno, 470 West M Street, Colton, asked who is responsible for the alignment <br />of the alleys in the City, and advised the Council Members of the problem he has with <br />the alley behind his home. <br />City Manager Trevino asked Mr. Moreno to come into City Hall and this matter could be <br />discussed with Staff for possible resolution. <br />City Policies <br />Mr. Jerry Rios, 890 Louise Street, Colton, presented to each Council Member a letter, <br />which he read in full, requesting information of 11 items pertaining to City functions, <br />procedures, policies, etc., and asked that this information be made available to him <br />prior to Friday, March 19, 1982. <br />City Manager Trevino stated that Staff would work on these items and get the informa- <br />tion together. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:14 p. m., to discuss Personnel <br />Matters, and reconvened at 8:37 p. m., all Members present. <br />Public Works/Water Division <br />City Manager Trevino requested that the City Council consider holding an Adjourned <br />Regular Meeting one day next week in order to discuss the repair of the City's <br />three million gallon reservoir. <br />ADJOURNMENT: <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes and unanimously passed, <br />Mayor Gonzales adjourned the meeting at 8:42 p. m., to meet for an Adjourned Regular <br />Meeting on Tuesday, March 23, 1982, at 5:30 p. m., in the Council Chambers of City <br />Hall. <br />MAR 16 1982 <br />
