the thirty days have since elapsed and it is a requirement of the Local Agency Fc1r71 <br />mation Commission that a resolution be adopted by the City Council in order for the <br />L.A.F.C. to proceed with the finalization of this annexation. Mr. Aguilera concluded <br />after adoption of Resolution No. 4184, the L.A.F.C. will issue a notice of comple- <br />tion in approximately thirty days. <br />Mr. James Appleby, 795 Agua Mansa Road, stated that although he does not have an <br />objection to this matter, he would like to know how the City could annex a parcel <br />of land that is still in the hands of the County, and has no recorded deed as yet. <br />Mr. Aguilera stated that initially, the legal description for the annexation contained <br />an error, which has been corrected by the City of Rialto, and the portion of land to <br />be annexed is now correct, as approved by the L.A.F.C. <br />Mayor Gonzales asked if anyone else desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, the Public Hearing was <br />terminated. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve Resolution No. <br />4184. No. 1025 <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to set for Public Hear- <br />ing on Tuesday, April 6, 1982, prezoning for part of Annexation South 38, Index No. <br />A-3-82. Unanimous Vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Fire Division <br />City Manager Trevino reported from his memorandum, referring to a memorandum from <br />Fire Chief Al Teague, regarding the use of a 1967 Ford Van as an Arson Response <br />Unit for the Arson Task Force of San Bernardino County, and this unit would be <br />part of the Con -Fire Equipment Pool that is now utilized by the East Valley Fire <br />Departments. <br />Councilwoman Garcia asked if this unit will be manned by our City men. <br />Fire Chief Al Teague responded yes, in conjunction with the Task Force, and the <br />van would be located at the Colton Fire Department Headquarters Station. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, approving request of <br />Fire Division for use of a 1967 Ford Van as an Arson Response Unit for the Arson <br />Task Force of San Bernardino County. Unanimous vote. <br />Library <br />Mr. Trevino read his memorandum reporting on a memo received from the City Librarian, <br />Martine Hornburg, with a request that the City release the Library's discarded books <br />and periodicals to a non-profit organization, the Friends of the Colton Public Library, <br />in order to assist the Colton Library financially. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, approving request for <br />release of the Library's discarded books and periodicals to the Friends of the Colton <br />Public Library. Unanimous vote. <br />Cemetery <br />Mr. Trevino advised that the Cemetery Commission is recommending several changes at <br />Hermosa Cemetery, due to the high incidents of vandalism, and is requesting Council's <br />consideration in the placement of poles with connecting cables at both the north and <br />south entrances, and closing the Cemetery at the end of the standard work day, 3:30 <br />p. m., rather than at the usual time at dusk. <br />Councilman Rehrer moved for approval of recommendations and requests of Cemetery Com- <br />mission with regard to Hermosa Cemetery. <br />MAR 16 1982 <br />
