<br />Planning Commission Resolution No. 1023, and Staff recommends First Reading of
<br />Ordinance No. 1620.
<br />Mayor Gonzales asked if anyone present desired to speak in favor of, or in opposi-
<br />tion to, this matter.
<br />Mr. Gale Pickart, representing Presley of Southern California, and Mr. Bob Brink,
<br />representing Terrini and Brink, spoke to the City Council with regard to the pro-
<br />posed development, stating that as soon as the zone change is approved they will
<br />be applying for a Conditional Use Permit to proceed with the townhouse -type of
<br />development.
<br />Councilwoman Garcia asked the price range of the proposed units.
<br />Mr. Pickart answered that would be a little difficult to estimate at this time,
<br />however, the single family homes would probably be in the range of $50,000 to
<br />$60,000.
<br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, the Public Hearing was
<br />terminated. Unanimous vote.
<br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to waive full
<br />reading and pass First Reading of Ordinance No. 1620. Unanimous vote.
<br />ORDINANCE NO. 1620 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1602,
<br />First Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS.

<br />Mayor Gonzales read a Mailgram received from Bonnie Roser of A & K Development, Inc.
<br />advising that Mr. Harry Keiffer was in the hospital and therefore was requesting a
<br />continuance of his Appeal to the Council Meeting of May 4, 1982, as he would be
<br />unable to appear until then.
<br />Councilwoman Garcia felt that the Appeal matter had been extended many times, and
<br />the Council should take action on this matter.
<br />Councilman Rehrer stated that due to the fact Mr. Keiffer was in the hospital and
<br />could not be present, he would move for approval of the continuance of the Appeal
<br />until May 4, 1982. Motion seconded by Councilman Hayes and carried, with Council-
<br />woman Garcia voting NO.
<br />Mr. Richard Yost, 23247 Barton Road, and Mr. William Fry, Twin Canyons Road, spoke
<br />to the Council Members with regard to the Appeal and Mr. Keiffer's proposed project,
<br />stating that they had attended many of the Council Meetings, along with other con-
<br />cerned neighbors, and felt this matter had dragged on long enough, and that the
<br />Council should make a decision, one way or the other.
<br />Councilwoman Garcia again stated she also felt this matter should be taken care of
<br />and, in that regard, she would move that this matter be referred back to the Plann-
<br />ing Commission, as outlined in the memorandum dated February 23, 1982, as follows:
<br />1. The item known as File Index No. A-6-81, the item known as the Environ-
<br />mental Impact Report Appeal, and the Appeal item known as Tentative
<br />Tract No. 9674, be sent back to the Planning Commission for further
<br />study.
<br />Councilman Rehrer stated that he would second the motion, and also that he would
<br />withdraw his previous motion. Councilman Hayes stated he would withdraw his
<br />to the motion previously made by Councilman Rehrer.
<br />The motion as made by Councilwoman Garcia, and seconded by Councilman Rehrer, was
<br />unanimously passed.

<br />Mayor Gonzales read a letter dated February 26, 1982, from Dr. Richard W. Crane,
<br />Pastor of the First Baptist Church, requesting the use of Fleming Park for Easter
<br />Sunday, April 11, 1982, Sunrise Service.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve request
<br />from First Baptist Church for use of Fleming Park. Unanimous vote.
