CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Municipal Park <br />Tennis Courts <br />City Manager Trevino reported from his memorandum dated February 18, 1982, with <br />regard to the lighting for the proposed tennis courts at Municipal Court, advis- <br />ing that although the $20,000 donated by the California Portland Cement Company <br />will cover a portion of the cost, it will not provide complete lighting and <br />equipment, therefore Staff is requesting authorization and approval to spend <br />an additional $2,550 for the pruchase of fixtures, lamps and mounting arms to <br />complete the lighting of the tennis courts. <br />Moved by Councilwoman Garcia, seconded by <br />request for $2,550 to purchase materials <br />in Municipal Park. Unanimous vote. <br />Legislation <br />Councilman Rehrer, to approve Staff's <br />for lighting of proposed tennis courts <br />161 <br />City Manager Trevino requested Council's authorization and approval to mail a copy <br />of a letter to Senator Ruben S. Ayala, commending him and giving him public recog- <br />nition for his diligent work and assistance with the people whom he represents, and <br />for his outstanding voting record on major issues that affect the cities. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, approving Staff's recom- <br />mendation with regard to letter of public recognition for Senator Ruben S. Ayala. <br />Unanimous vote. <br />Public Works/Engineering <br />City Manager Trevino presented Resolution No. 4188 for Council's consideration and <br />approval, which describes the status of the Fogg Street Grade Separation Project, <br />No. 81-5, and authorizes the filing of an application for funding with the Director <br />of Transportation, State of California. The Resolution is necessary in order to <br />keep this project on the Public Utilities Commission's list for funding for the <br />Fiscal Year 1982-83. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Resolution <br />No. 4188. Unanimous vote. <br />RESOLUTION NO. 4188 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DESCRIB- <br />ING STATUS OF FOGG STREET GRADE SEPARATION PROJECT 81-5 AND <br />AUTHORIZING THE FILING OF AN APPLICATION FOR FUNDING WITH THE <br />DIRECTOR OF TRANSPORTATION, STATE OF CALIFORNIA. <br />Business License <br />Ord. No. 1621 <br />City Manager Trevino referred to his memorandum and a memorandum from Police Chief <br />Elliott with regard to Ordinance No. 1621, concerning an amendment to the Colton <br />Municipal Code, Chapter 5.24, relating to the regulation and control of Massage <br />Parlors in the City. <br />Mr. Trevino advised there are two applications pending for a business license to <br />operate massage parlors, and the Chief of Police recommends the Ordinance be adopt- <br />ed as an urgency measure, which would make it effective immediately. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to waive full reading of <br />Ordinance No. 1621. Unanimous vote. <br />City Attorney Edwards then introduced Ordinance No. 1621, reading it as to number <br />and title only. <br />ORDINANCE NO. 1621 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, CALI- <br />FORNIA, AMENDING THE COLTON MUNICIPAL CODE CHAPTER 5.24 RELAT- <br />ING TO MASSAGE PARLORS. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to adopt Ordinance No. <br />1621. Unanimous vote. <br />Library <br />City Manager Trevino stated that Best, Best & Krieger has provided the final docu- <br />ments for the proposed Library building construction and financing, together with <br />Resolution No. 4190, for Council's approval. <br />Mr. Trevino said Staff recommends the City Council adopt Resolution No. 4190, ap- <br />proving the issuance and sale of $760,000 principal amount of Certificates of Par- <br />69AR 21982 <br />
