PUBLIC HEARINGS: <br />19fi <br />Personnel <br />Res. No. 4205 <br />Mayor Huntoon declared the Public Hearing open. <br />Acting Personnel Officer Elliott submitted the Affidavit of Posting and reported <br />that no protests or objections had been received. <br />Mr. Elliott stated the Public Hearing this evening is to consider amendments to <br />the City's Personnel Rules and Regulations, Pay and Classification Plan, adding <br />the position of Director of Community Services at the pay range of 46. Mr. <br />Elliott said a copy of the job specifications has been forwarded to the Council <br />Members for their information. <br />Mr. Elliott concluded that Staff recommends approval and, if Council concurs, it <br />would be in order to approve Resolution No. 4205. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve Resolution No. <br />4205. Unanimous vote. <br />RESOLUTION NO. 4205 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />RESOLUTION NO. 4141, ESTABLISHING A PAY AND CLASSIFICATION <br />PLAN FOR THE EMPLOYEES OF THE CITY OF COLTON, EFFECTIVE JULY 1, <br />1981, AND JULY 1, 1982. <br />Planning/General Plan Amendment <br />Res. No. 4206 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests <br />or objections had been received. <br />Planning Director Aguilera advised that the applicant involved in this matter has re- <br />quested a continuance of the Public Hearing to the next regular Council Meeting, <br />June 1, 1982, and Staff would so recommend. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, approving request to continue <br />the Public Hearing to Tuesday, June 1, 1982, on amendment to the City's General Plan, <br />Index No. G-1-82. Unanimous vote. <br />Zoning <br />P. C. Res. No. 1031 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no ob- <br />jections or protests had been received. <br />Planning Director Aguilera reported on a prezoning/annexation on County property <br />located west of La Cadena, south of Palm Avenue, and north of Berkeley Court, con- <br />sidered to be a County island. <br />Mr. Aguilera continued the purpose of the proposed annexation is to organize City <br />boundaries and remove a county island, thereby providing for a better distribution <br />of services and yielding development control to the City, and as a prerequisite to <br />the annexation of property, it is necessary to designate a base zone for the prop- <br />erty, a procedure known as prezoning. <br />Mr. Aguilera concluded the Planning Commission recommends the property be prezoned <br />R-1, Single Family Residential, and, if Council concurs, First Reading of Ordi- <br />nance No. 1623 would be in order. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mr. Bernie Hern, 21332 Berkeley Court, stated that he, as well as approximately 15 <br />other residents, whom he is representing this evening, are opposed to the prezoning <br />and annexation on the property located on the east side of La Cadena Drive. <br />Mr. Aguilera read an excerpt from the Minutes of the Planning Commission meeting held <br />April 27, 1982, when this matter was discussed at a public hearing, which stated that <br />mAY � s �aa2 <br />
