the area on the east side of La Cadena Drive would not be included in the prezonin <br />or annexation; therefore, the portion that Mr. Hern was speaking of has not been147 <br />cluded. <br />Mr. Tom Christianson, 12301 South La Cadena Drive, complained about the street in his <br />area and the way that the City has done the striping, advising that the traffic runs <br />in three lanes instead of two, that this was very dangerous, and he felt the City <br />should do something about it before there was an accident. <br />After additional discussion, moved by Councilman Rehrer, seconded by Councilwoman <br />Garcia, the Public Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to waive full reading <br />and pass First Reading of Ordinance No. 1623. Unanimous vote. <br />ORDINANCE NO. 1623 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1602, <br />First Reading)—AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Councilman Rios stated that during a previous Council Meeting, he had asked if the <br />inquiries made by the Commissioners regarding the Park Development Tax Fund and a <br />new boxing arena roof, and he wondered if the Commission has gotten a response yet <br />on these items. <br />NActing City Manager Elliott stated he did not know, however, he would check into it <br />(y) and advise Councilman Rios. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Q Governmental Agencies <br />County of San Bernardino <br />Acting City Manager Elliott reported on a mortgage revenue bond program, by the <br />County of San Bernardino, which will provide below market interest rate financing <br />for owner -occupied dwelling units in target areas of the City of Colton, and will <br />include census tracts 60 and 69. <br />Mr. Elliott said Staff would recommend consideration and approval of Resolution No. <br />4208 and the Cooperative Agreement between the County of San Bernardino and the <br />City of Colton. <br />Mrs. Pam Newcomb, representing the Office of Community Development of San Bernardino <br />County, spoke to the Council Members with regard to the mortgage revenue bond pro- <br />gram advising that the participants in this program must be first-time home buyers <br />earning 120% or less of the statewide median income, or $34,700, and the purchase <br />price of each residence must not exceed 90% of the average area purchase price which <br />is $80,370 in non -targeted areas, and $98,230 in targeted areas. Mrs. Newcomb said <br />the funds can be used for both newly constructed and existing housing, although the <br />majority of the funds will be utilized for newly constructed housing. <br />Mrs. Newcomb continued in order to provide this financing in our City, Colton must <br />formally participate with the County in its program and adopt a resolution and <br />Cooperation Agreement by the City Council. <br />Mrs. Newcomb concluded the County wishes to issue the bonds by the end of June, there- <br />fore, it is important that the Office of Community Development receive the executed <br />Cooperation Agreement and Resolution as soon as possible, no later than May 21, 1982; <br />however, if Colton does not wish to participate, the County would appreciate receiv- <br />ing a brief letter stating your decision. <br />Discussion followed among Council Members, City Attorney Edwards, and Mrs. Newcomb <br />with regard to the program, the funds involved, administering the program, eligibil- <br />ity, and certain sections of the Cooperative Agreement and its wording. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve Resolution <br />No. 4208, and authorize the Mayor to execute Cooperative Agreement with the County <br />of San Bernardino for participation in the mortgage revenue bond program. Vote <br />was unanimous. <br />RESOLUTION NO. 4208 - A RESOLUTION ADOPTING A HOUSING FINANCE REVENUE BOND PROGRAM IN <br />COOPERATION WITH THE COUNTY OF SAN BERNARDINO AND AUTHORIZING <br />THE MAYOR AND CITY CLERK TO EXECUTE FOR AND ON BEHALF OF THE <br />CITY OF COLTON A COOPERATIVE AGREEMENT BETWEEN THE COUNTY OF <br />SAN BERNARDINO AND THE CITY OF COLTON. <br />MAY 1 9 198Z <br />
