Mr. Tom Christianson, 12301 South La Cadena Drive, complained about the street in his area and the way that the City has done the striping, advising that the traffic runs in three lanes instead of two, that this was very dangerous, and he felt the City should do something about it before there was an accident. After additional discussion, moved by Councilman Rehrer, seconded by Councilwoman Garcia, the Public Hearing was terminated. Unanimous vote. ORDINANCE NO. 1623 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1602, First Reading)—AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: Councilman Rios stated that during a previous Council Meeting, he had asked if the inquiries made by the Commissioners regarding the Park Development Tax Fund and a new boxing arena roof, and he wondered if the Commission has gotten a response yet on these items. NActing City Manager Elliott stated he did not know, however, he would check into it (y) and advise Councilman Rios. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Q Governmental Agencies County of San Bernardino Acting City Manager Elliott reported on a mortgage revenue bond program, by the County of San Bernardino, which will provide below market interest rate financing for owner -occupied dwelling units in target areas of the City of Colton, and will include census tracts 60 and 69. Mr. Elliott said Staff would recommend consideration and approval of Resolution No. 4208 and the Cooperative Agreement between the County of San Bernardino and the City of Colton. Mrs. Pam Newcomb, representing the Office of Community Development of San Bernardino County, spoke to the Council Members with regard to the mortgage revenue bond pro- gram advising that the participants in this program must be first-time home buyers earning 120% or less of the statewide median income, or $34,700, and the purchase price of each residence must not exceed 90% of the average area purchase price which is $80,370 in non -targeted areas, and $98,230 in targeted areas. Mrs. Newcomb said the funds can be used for both newly constructed and existing housing, although the majority of the funds will be utilized for newly constructed housing. Mrs. Newcomb continued in order to provide this financing in our City, Colton must formally participate with the County in its program and adopt a resolution and Cooperation Agreement by the City Council. Mrs. Newcomb concluded the County wishes to issue the bonds by the end of June, there- fore, it is important that the Office of Community Development receive the executed Cooperation Agreement and Resolution as soon as possible, no later than May 21, 1982; however, if Colton does not wish to participate, the County would appreciate receiv- ing a brief letter stating your decision. Discussion followed among Council Members, City Attorney Edwards, and Mrs. Newcomb with regard to the program, the funds involved, administering the program, eligibil- ity, and certain sections of the Cooperative Agreement and its wording. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve Resolution No. 4208, and authorize the Mayor to execute Cooperative Agreement with the County of San Bernardino for participation in the mortgage revenue bond program. Vote was unanimous.
