Unanimous vote. <br />Bids <br />City Manager Elliott reported from a memorandum regarding bids received for a new <br />three -axle dump truck for the Street Division, advising that Staff recommends the <br />award of bid be made to Mack Trucks in the amount of $57,900.38. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, approving award of bid for <br />new three -axle dump truck for the Street Division to Mack Trucks in the amount of _. <br />$57,900.38. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamation <br />Mayor Pro Tem Cisneros read in full a Proclamation declaring December 1, 1982, as a <br />day of Awareness of Preserving Life, Protecting the Young and Old from the deadly <br />danger of drunk drivers and urging the citizens of Colton to encourage and support <br />the Colton Woman's Club District 21 of the California Federation, Inc., for their <br />contributions towards the betterment of the community. <br />The Proclamation was accepted by Mrs. Evelyn Rehrer, President of the Colton Woman's <br />Club. <br />PUBLIC HEARINGS: <br />Community Development Block Grant Program <br />Mayor Pro Tem Cisneros declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no ob- <br />jections or protests had been received. <br />Planning Director Aguilera reported the purpose of the Public Hearing this evening <br />is to receive citizen input regarding the range of eligible activities and to ad- <br />vise the public of the total amount of funds that may be applied for under the <br />Community Development Block Grant Program. Mr. Aguilera read a list of eligible <br />projects, numbering 12, with Sewer Improvements as the number one item. <br />Mr. Aguilera advised the maximum available grant amount is $500,000, and though the <br />City may receive less than $500,000, it is not possible to receive more. Mr. Aguilera <br />said following this Public Hearing, the City Council will need to make a decision re- <br />garding which project, or projects, the City would like to apply for. <br />Mr. Aguilera continued that Staff has received information regarding these projects <br />which indicates that out of twenty cities, only eight may get funded, and this means <br />that the City's application needs to be extremely competitive. Mr. Aguilera advised <br />that with the help of the County Community Development Department, Staff has come to <br />the conclusion that the best course of action is to concentrate on only one project <br />in order to show impaction and it is felt that a project involving sewer repair and <br />construction would have the best chance of being funded. <br />Mr. Aguilera concluded Staff, therefore, recommends the City Council approve the <br />Sewer Improvements as the project for which funds will be requested from HUD, and <br />if Council concurs, Staff will proceed with the application process. <br />Mayor Pro Tem Cisneros asked if anyone in the audience desired to speak on this <br />matter. -, <br />The following people spoke on the proposed application to HUD for Block Grant Funds <br />stating their project preference as sewer improvements, inasmuch as there are still <br />Colton residents on cess pools, that new sewer systems and upgrading of the City's <br />existing systems are badly needed, and that the City should assist in some way <br />towards the payment of the sewer hook ups as many of the residents will not be able <br />to afford this expenditure: <br />Mr. Chuck Farrell, 205 East N Street, Colton. <br />Mr. Wes Hayden, 279 West Litton St., Colton - felt owners should pay for their hookups. <br />Mrs. Bea Hernandez, 248 East N Street, Colton. <br />Mr. Ray Abril, 330 East N Street, Colton. <br />NOV 6 1982 <br />
