Planning Director Aguilera stated there are several ways the City may consider the <br />method of payment for the sewer hook up fees - 1) the resident will pay the sewe 2 63 <br />connection fee, 2) the City Council will waive the sewer connection fees, 3) Com- <br />munity Development Block Grant funds will be used to help pay the sewer connection <br />fees. Mr. Aguilera advised that Staff has also allowed for an amount of $60,000 <br />that can be used as low interest loans towards the payment of the sewer connection <br />fees. <br />Discussion followed among Council Members and Staff with regard to the proposed ap- <br />plication and the amount of funds being requested, and sewer improvements as the <br />project priority. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, approving Staff's recom- <br />mendation of Sewer Improvements as the Project for which Funds will be requested from <br />HUD, and proceed with the Application process. Unanimous vote. <br />Community Development Block Grant Application <br />Mayor Pro Tem Cisneros declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no ob- <br />jections or protests had been received. <br />N Planning Director Aguilera stated now that the City Council has approved the <br />(Y) Sewer Improvements as the Community Development project for application to HUD <br />for Block Grant funds, Staff has prepared an Application for this project and <br />Q is requesting Council approval instructing Staff to apply for the Grant and <br />Q submit said Application to HUD, in the amount of $500,000. <br />Mr. Aguilera concluded if Council concurs, a motion authorizing the Mayor to sign <br />said Application and instructing Staff to submit the Application to HUD on or be- <br />fore November 29, 1982, would be in order. <br />Mayor Pro Tem Cisneros asked if anyone present desired to speak on this matter. <br />-- After brief discussion among Council Members and Staff, moved by Councilman Rios, <br />seconded by Councilman Rehrer, the Public Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve Staff's recom- <br />mendation authorizing the Mayor to sign the Application for Community Development <br />Block Grant Funds and instructing Staff to submit said Application to HUD on or <br />before November 29, 1982. Unanimous vote. <br />CORRESPONDENCE: <br />Legislation <br />Councilman Rios referred to a proposed resolution regarding legislative redistrict- <br />ing concerning the City of Colton, and requested that the Council Members give con- <br />sideration to this resolution for approval. <br />Discussion followed among Council Members, wherein Councilman Rehrer pointed out <br />that the Colton Joint Unified School District took in a very large area and included <br />several other cities. Councilwoman Garcia responded that this resolution was mere- <br />ly asking that the redistricting of legislative boundaries be considered and looked <br />into. <br />City Attorney Edwards then read the proposed resolution in full. <br />-- Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve RESOLUTION NO. <br />4257. Unanimous vote. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Sewers/Fees <br />Planning Director Aguilera advised the City plans to apply to the federal government <br />for funds for the prupose of installing new sewer lines in various parts of the City, <br />and the purpose of these installations is to decrease the amount of homes which are <br />currently using septic tanks. <br />Mr. Aguilera continued in the past, the City has placed new sewer lines in parts of <br />the City, however, the people who were to be served by these new lines did not hook <br />up to the City's system and, therefore, the City spent a considerable amount of money <br />for a system that is not being used. <br />NOV 16 1982 <br />
