Mr. Aguilera stated Staff feels that if the City is contemplating the creation of <br />2 6 new sewer lines, the people who will benefit from the new lines should be required <br />to connect to these lines, and this type of a requirement would possibly strengthen <br />the City's position with HUD. <br />Mr. Aguilera said Staff is recommending the Council indicate an intent to create an <br />ordinance that would include this requirement and if and when the City is awarded <br />the Community Development Block Grant funds, the City could use part of these funds <br />to lend to those people that cannot afford to hook up to the system. Mr. Aguilera <br />stated it should be made clear that Staff is suggesting only that the Council indi- <br />cate its intention to create an ordinance requiring that those benefited by the new <br />sewer lines connect to the lines within a specified period of time. The statement <br />of intent would leave the Council the option of deciding at a later date the mechanics <br />of the program such as time limitations, fee waivers, low interest loans, etc. <br />Mr. Aguilera concluded if the City Council concurs with Staff's recommendation, a <br />motion to approve said recommendation, instructing Staff to forward this action to <br />HUD, would be in order. <br />Council Members again questioned the amount of funds the City might be receiving from <br />HUD for the sewer improvements, and the possibility that many residents may not be <br />able to pay the sewer connection fees. <br />Mr. Aguilera said that as he had mentioned previously, the City Council would have <br />several options available to them - such as using the Community Development Block <br />Grant funds towards payment of these fees, waiving the sewer connection fees, es- <br />tablishing low interest loans towards payment of the fees, etc. <br />After additional discussion, moved by Councilman Rehrer, seconded by Councilman Rios, <br />approving Staff's recommendation regarding Sewer Connection Concept as outlined. <br />Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />City Manager Elliott presented to the Council Members for consideration and approval <br />an Amendment to the Joint Powers Agreement with OMNITRANS, concerning basing the <br />weighted vote upon the annual local transportation funds capital and operating con- <br />tributions made by each jurisdiction. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, approving Amendment to <br />Joint Powers Agreement with OMNITRANS. Unanimous vote. <br />Closed Session <br />City Manager Elliott requested a Closed Session with the City Council to discuss <br />Personnel Matters. <br />Mayor Pro Tem Cisneros stated the Closed Session would be held at the end of the <br />Meeting. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Assessment Districts <br />Res. No. 4256 <br />City Attorney Edwards reported that the City is requested to provide information re- <br />garding assessment districts, the requests being for the current sum needed to pay <br />off a bond, and such persons making these requests are not charged anything for the <br />service they receive. <br />Mr. Edwards said it is proposed the City fix a fee of $15.00 per request, starting <br />the first of next year, as suggested by the City Treasurer and as outlined in Reso- <br />lution No. 4256. <br />Mr. Edwards concluded if the City Council concurs with this procedure, adoption of <br />Resolution No. 4256 would be in order. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve Resolution <br />No. 4256.
