Chief Connolly reported that a program was put together for the training of the <br />officers with their dogs and that Mr. Danny La Master of Master K-9, was the 2 5'7 <br />person in charge. Chief Connolly stated Mr. La Master has his business in Redlands <br />and has the appropriate credentials for doing Police Canine Training and is well <br />known in the area as he has done training for surrounding cities and Kern County. <br />Chief Connolly stated the training completed by the Officers and dogs puts them <br />on a "Rookie" basis and both will become more proficient as time and training <br />goes on. Chief Connolly introduced Mr. La Master, Officers Steven Glass and his <br />dog Asa (a Bouvier), Victor Paul and his dog Dack (a Shepherd). <br />At the guidance of Mr. La Master, Officers Glass and Paul demonstrated various <br />commands and suspect apprehending techniques. After the demonstration Asa and <br />Dack personally met each of the Council Members. <br />Proclamations <br />Mayor Huntoon read in full Proclamations honoring National Business & Professional <br />Women's Club Week, October 17 through 23, 1982, which was accepted by Councilwoman <br />Connie Cisneros, and Toastmasters Communications Month, October 1982, which was <br />accepted by Mr. Baumgartner. <br />Resolution of Commendation <br />Mayor Huntoon read in full a Resolution of Commendation and Appreciation honoring <br />Hazel Olson in attaining the "Women of Achievement Award" from the Colton Business <br />& Professional Woman's Club, and for her many civic and cultural contributions. <br />The Resolution was accepted by Mrs. Olson. <br />PUBLIC HEARINGS: <br />Sewer <br />Quarterly Connections <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />Planning and Building Director Aguilera advised the City has received a new alloca- <br />tion of 440 sewer hookups and it will be necessary to allocate these hookups in a <br />manner which will be orderly and to the benefit of the City, therefore, it is pro- <br />posed that the same formula as outlined in Ordinance No. 1595 be followed. <br />Mr. Aguilera continued a total of 440 allocations will be assigned for the first <br />quarter and the connections which are not used during that first quarter will be <br />allocated to those areas exhibiting a need. <br />Mr. Aguilera then outlined the allocations to be made as follows: <br />First Priority: Five Connections <br />Second Priority: Commercial and Industrial Construction - 43 Connections <br />Third Priority: Other types of Construction for which Permits had been previous- <br />ly issued - 392 Connections <br />Fourth Priority: All other Construction - None Available <br />Mr. Aguilera concluded if the City Council concurs with Staff's report, adoption of <br />Resolution No. 4253 would be in order. <br />Mayor Huntoon announced that this was a public hearing and asked if anyone present <br />desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve Resolution No. <br />4253.
