pedestrian safety record for 1981, and commended the Police Department for their
fine services to the community. 2 5:3
PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
Federal Funded Projects
Personnel
Planning and Building & Safety Director Aguilera reported from his report regarding
funding for the Community Development Coordinator's position, advising that due to
problems and delays associated with the adoption of the current Federal Budget, ap-
plications and award dates for Block Grant funds have been postponed and the appli-
cation deadline is now scheduled for November 29, 1982, instead of October 1, 1982,
as previously set, with grant awards estimated to be made in January or February,
1983. Once the Grant is awarded, the position of Community Development Coordinator
would be fully funded by the Grant.
Mr. Aguilera continued it is proposed that the City extend the funding, from the
General Fund, for this position until February 1, 1983, the City's share being
$5,387 and the County's share of $1,796. If the position is funded, the City will
be assured of having a Staff person to perform all the necessary work needed to
prepare and submit a Grant application. Mr. Aguilera said this position is respon-
sible for the application of the Block Grant that would provide several hundred
thousand dollars for necessary improvements to the City, and these improvements
would otherwise have to be paid for from the General Fund or not be completed at
N all. If the position is not funded on a full-time basis, so that the City can
(y) successfully apply for the 1982 Grant, the City could lose $200,000 to $400,000.
D Mr. Aguilera concluded in view of these facts, Staff recommends that the City
Council approve the partial funding of this position until February 1, 1983, by
Q adopting Resolution No. 4249.
Moved by Councilman Rios, seconded by Councilman Rehrer, to approve Staff's recom-
mendation and Resolution No. 4249. Unanimous vote.
RESOLUTION NO. 4249 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALI-
FORNIA, AMENDING THE 1982-83 BUDGET AS TO THE POSITION OF
COMMUNITY DEVELOPMENT COORDINATOR.
COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
W.Q.C.P.
Change Orders
Community Services Director McGee reported on acceptance of Change Orders Nos. 1,
2, 3, 4 and 5 for the Wastewater Treatment Plant Renovation Aeration System equip-
ment by Gray Engineering.
Mr. McGee continued the purpose of Change Orders Nos. 1 through 4 is to reduce Gray's
contract by an amount equal to that paid to Equinox Malibu for the extra work, and
the change orders reduce the total contract amount from $224,834.00 to $199,585.41,
a reduction of $25,248.59.
Mr. McGee explained that Change Order No. 5 changes the terms of the contract, based
on verbal agreements with Gray Engineering, and the effect of that change order will
require Gray to replace existing piping which has leaked, clean and test all aeration
domes, and reinstall the domes with new gaskets.
Mr. McGee stated Change Order No. 5 also extends the contract completion date to
November 20, 1982, and increases the liquidated damages from $200 per day to $2,000
per day.
Mr. McGee concluded Staff recommends the City Council accept Change Order Nos. 1, 2,
3, 4 and 5 on the Wastewater Treatment Plant Renovation Aeration System Equipment con-
tract with Gray Engineering Group.
Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, approving Staff's
recommendation with regard to Change Orders on the Wastewater Treatment Plant Reno-
vation Aeration System equipment contract.
