<br />Planning and Building & Safety Director Aguilera reported from his report regarding
<br />funding for the Community Development Coordinator's position, advising that due to
<br />problems and delays associated with the adoption of the current Federal Budget, ap-
<br />plications and award dates for Block Grant funds have been postponed and the appli-
<br />cation deadline is now scheduled for November 29, 1982, instead of October 1, 1982,
<br />as previously set, with grant awards estimated to be made in January or February,
<br />1983. Once the Grant is awarded, the position of Community Development Coordinator
<br />would be fully funded by the Grant.
<br />Mr. Aguilera continued it is proposed that the City extend the funding, from the
<br />General Fund, for this position until February 1, 1983, the City's share being
<br />$5,387 and the County's share of $1,796. If the position is funded, the City will
<br />be assured of having a Staff person to perform all the necessary work needed to
<br />prepare and submit a Grant application. Mr. Aguilera said this position is respon-
<br />sible for the application of the Block Grant that would provide several hundred
<br />thousand dollars for necessary improvements to the City, and these improvements
<br />would otherwise have to be paid for from the General Fund or not be completed at
<br />N all. If the position is not funded on a full-time basis, so that the City can
<br />(y) successfully apply for the 1982 Grant, the City could lose $200,000 to $400,000.
<br />D Mr. Aguilera concluded in view of these facts, Staff recommends that the City
<br />Council approve the partial funding of this position until February 1, 1983, by
<br />Q adopting Resolution No. 4249.
<br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve Staff's recom-
<br />mendation and Resolution No. 4249. Unanimous vote.

<br />Change Orders
<br />Community Services Director McGee reported on acceptance of Change Orders Nos. 1,
<br />2, 3, 4 and 5 for the Wastewater Treatment Plant Renovation Aeration System equip-
<br />ment by Gray Engineering.
<br />Mr. McGee continued the purpose of Change Orders Nos. 1 through 4 is to reduce Gray's
<br />contract by an amount equal to that paid to Equinox Malibu for the extra work, and
<br />the change orders reduce the total contract amount from $224,834.00 to $199,585.41,
<br />a reduction of $25,248.59.
<br />Mr. McGee explained that Change Order No. 5 changes the terms of the contract, based
<br />on verbal agreements with Gray Engineering, and the effect of that change order will
<br />require Gray to replace existing piping which has leaked, clean and test all aeration
<br />domes, and reinstall the domes with new gaskets.
<br />Mr. McGee stated Change Order No. 5 also extends the contract completion date to
<br />November 20, 1982, and increases the liquidated damages from $200 per day to $2,000
<br />per day.
<br />Mr. McGee concluded Staff recommends the City Council accept Change Order Nos. 1, 2,
<br />3, 4 and 5 on the Wastewater Treatment Plant Renovation Aeration System Equipment con-
<br />tract with Gray Engineering Group.
<br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, approving Staff's
<br />recommendation with regard to Change Orders on the Wastewater Treatment Plant Reno-
<br />vation Aeration System equipment contract. Unanimous vote.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />City Properties
<br />Acting City Manager Elliott referred to his report concerning an offer to purchase
<br />City property on "H" Street, between La Cadena Drive and 9th Street. The offer is
<br />in the amount of $112,000 and is contingent upon the Chino Bank being able to de-
<br />velop the entire northeast corner of "H" Street and La Cadena Drive.
