Mr. Elliott concluded Staff recommends approval of the offer and authorization to <br />25 Proceed with the sale, through escrow proceedings, and adoption of Resolution No. <br />4251. <br />Mr. Stan Smeding, representing Chino Valley Bank, stated he was available to answer <br />any questions the Council Members may have. <br />Councilwoman Garcia asked how did this bank decide to locate in Colton. <br />Mr. Smeding said the Chino Valley Bank is always looking for new locations, they <br />were desirous of locating a branch in the Inland Empire, and they felt that Colton <br />was a good location. <br />Councilwoman Garcia asked if an Economic Impact Report was made on this project. <br />Mr. Smeding stated he was not aware of that, he really did not know at this time <br />whether such a report had been made or not. <br />Councilman Rios stated as he understands it, the bank is interested in the whole <br />corner and what will that take in. <br />Mr. Smeding said they are interested in the whole northeast corner which will include <br />the parking lot and the existing building, containing a figure salon, deli, and <br />photography studio. <br />Councilman Rios asked who is presently using this parking lot. <br />Acting City Manager Elliott advised the parking lot is used by the Library, the <br />medical clinic on "G" Street, the deli, and sometimes the Kentucky Chicken res- <br />taurant. <br />Mayor Huntoon then mentioned that he felt the City Council should consider this <br />matter more carefully and decide if the City really does want to sell this park- <br />ing lot. <br />Planning Director Aguilera stated the Library will be moving to its new location <br />soon and he does not foresee any future problems with regard to parking for that <br />area. Mr. Aguilera stated the bank will be required to provide parking also. <br />Discussion then followed among Council Members with regard to the proposed sale, <br />the parking lot, possible future parking problems, etc. <br />Mr. Richard Shelby, of Business Properties Brokerage Company in Newport Beach, stated <br />there is no real parking problem at that location, and there is also off-street park- <br />ing available. Mr. Shelby stated this new bank will be an asset to the community, it <br />will create new jobs for the people here and will provide a service to the City. Mr. <br />Shelby stated with regard to an Economic Impact Report, a study and report, on the <br />proposed project, was sent to the State Banking Commission and approved by them. <br />After additional discussion, moved by Councilwoman Cisneros, seconded by Councilman <br />Rios, approving Resolution No. 4251 and sale of property to Chino Valley Bank. Unanimous vote. <br />ORDINANCE NO. 1627 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON REGULAT- <br />Second Reading ING THE HOURS OF OPERATION OF BINGO GAMES. <br />Fees/Sewers <br />City Attorney Edwards reported from his memorandum regarding the ordinance establish- <br />ing new sewer connection fees, advising that the proposed ordinance, No. 1629, is <br />different than the previous ordinance, No. 1628, considered by the City Council in <br />that Ordinance No. 1629 is an "Urgency Ordinance", and is effective immediately. <br />Mr. Edwards continued that property owners in both Colton and Grand Terrace have stated <br />they need to make sewer connections at the earliest possible date. Permits have been <br />withheld pursuant to the court order in the Grand Terrace case. A new court order <br />SEP 2 1 1982 <br />
