Director of Community Services Joe McGee reported from his memorandum dated August 13, <br />1982, regarding acceptance of Change Order #1 for the Pretreatment Program Labora y <br />Services, City Project No. 82-4. <br />Mr. McGee advised that State guidelines and other information received after the award <br />of the contract indicate the need for the additional testing, and the Change Order will <br />produce an increase in the total contract price of $385.00, of which 87.5% is reimburs- <br />able from State and Federal grant funds. <br />Mr. McGee concluded Staff recommends the approval of contract Change Order #1 in the <br />amount of $385.00 for the Pretreatment Program Laboratory Services as outlined. <br />Councilman Rehrer asked was this added after the original contract was drawn up. <br />Mr. McGee answered yes, that was correct. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, approving Staff's recom- <br />mendation with regard to Change Order #1 for the Pretreatment Program Laboratory <br />Services, in the amount of $385.00. Unanimous vote. <br />Water Division <br />Rialto Reservoir <br />Mr. McGee advised that Rustproofing, Inc., were hired to do the work on the Rialto <br />Reservoir 3.0 Million Gallon Tank Restoration and in the course of the work, our <br />(\j engineering consultant, Willdan & Associates, determined that the wall panels were <br />cracked more extensively than originally estimated. They have recommended an in- <br />crease in the contract on Item #6 from 1,350 linear feet to 2,095 linear feet, an <br />increase of 745 linear feet at a cost of $3,725. <br />Q <br />Q Mr. McGee concluded Staff feels that the additional work is necessary for a proper <br />job and recommends acceptance of Change Order #1 in the amount of $3,725. <br />Councilman Rehrer asked if they are talking about the strappings for this job. <br />Mr. McGee replied no, the internanal cracks on the walls of the panels, which were <br />more extensive than they thought. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, approving Staff's recom- <br />mendation for Change Order #1 in the amount of $3,725., for the Rialto Reservoir 3.0 <br />Million Gallon Tank Restoration. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Business License <br />Bingo <br />Acting City Manager Elliott referred to a memorandum from Acting Police Chief Paul <br />Connolly regarding an amendment to the City's Ordinance regulating Bingo Games in <br />the City, to restrict the number of days a bingo game may be conducted. <br />Acting Chief Connolly stated the original intent of the Bingo Ordinance was for our <br />local charitable organizations or social groups, and not intended to be used to make <br />money as a business venture. Mr. Connolly said the amendment to our existing Ordi- <br />nance may discourage other outside groups from coming into our City and using Bingo <br />games as a commercial venture. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to waive full reading <br />and pass First Reading of Ordinance No. 1627. Unanimous vote. <br />ORDINANCE NO. 1627 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON REGULAT- <br />First Reading ING THE HOURS OF OPERATION OF BINGO GAMES. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:03 p. m., to discuss Matters of <br />Litigation, and reconvened at 8:36 p. m., all Members present. <br />Fees/Sewers <br />City Attorney Edwards read in full Ordinance No. 1628, pertaining to the regulation <br />of sewer connection fees and establishing a new connection charge in the amount of <br />$1,500, for all new users of the City's Sanitary Sewer System and Treatment Plant. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to pass First Reading of <br />Ordinance No. 1628.
