372 ADJOURNED COUNCIL MEETING <br />August 23, 1983 <br />In accordance with notice duly and legally given, an Adjourned <br />Regular Meeting of the City Council of the City of Colton was held <br />on the above given date at 5:30 P. m., in the Council Chambers of <br />City Hall, Mayor Huntoon presiding. <br />ROLL CALL: <br />Council Members present were Rios, Rehrer, Garcia, and Mayor <br />Huntoon. Also present were City Manager Elliott, City Attorney <br />Edwards, and City Clerk Ramos. Absent was Councilwoman Cisneros. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Local Emergencies <br />Resolution No. 4362 <br />Mayor Huntoon stated the first matter for consideration this after- <br />noon is a resolution declaring a local emergency, which will be pre- <br />sented by the City Attorney. <br />City Attorney Edwards then read in full Resolution No. 4362. <br />Mayor Huntoon asked if anyone desired to address the City Council <br />on this matter. <br />Those speaking with regard to flood damage to their homes and prop- <br />erty as a result of the heavy rain storms were as follows: <br />Mrs. Hazel Strickland, 447 Julie Street, Colton. <br />Mr. Harry Walters, 512 Julie Street, Colton. <br />Mrs. Rosalind Ganino, 417 Julie Street, Colton. <br />Mr. Glenn Montoya, 484 West Mill Street, Colton. <br />Mr. Luis Acueto, 460 West Mill Street, Colton. <br />Mr. James Ridley, 536 West Mill Street, Colton. <br />Mr. Nicolas Trujillo, 496 Julie Street, Colton. <br />City Manager Elliott said as the Resolution, just read by our City <br />Attorney, states the City will be applying for state and federal <br />funding, which will enable the residents to apply for low-interest <br />loans to repair the damages of their homes and property. Mr. Elliott <br />advised that the City of Colton was one of the hardest hit by the <br />rain storms and flooding, and there was over two million dollars in <br />property damages throughout our community. Mr. Elliott said he <br />met with residents from the areas of Julie Street and Mill Street <br />on Wednesday, August 17th, in the Council Chambers, and a committee <br />was formed to discuss the problems in that area. Mr. Elliott stated <br />unfortunately there was a great deal of damage done due to the rains <br />and flooding, however, the City crews and Fire Department worked <br />very diligently and did their very best to assist the residents. <br />Mr. Elliott advised it is estimated the City will receive approxi- <br />mately 1.2 million dollars to be used for repairs to private resi- <br />dences. Mr. Elliott further advised that on a long range plan, the <br />City intends to apply for funding for adequate storm drains in <br />various areas, however, this would not take place before 184-185. <br />Mr. Luis Adueto asked if they City could provide him with a pass -, <br />for the dump, so that he could haul his damaged articles to the <br />dump site. <br />City Manager Elliott stated the City would provide a refuse truck <br />to those areas if the residents would call him and leave their <br />name and address. Mr. Elliott also stated if anyone else desires <br />to participate in the Committee he mentioned previously, please <br />leave their name, address, and telephone number so that they can <br />be contacted. <br />AUG 23 11083 <br />
