EMM ADJOURNED COUNCIL MEETING February 15, 1983 In accordance with notice duly and legally given, an Adjourned Regu- lar Meeting of the City Council of the City of Colton was held on the above given date at 5:00 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding. ROLL CALL: Council Members present were Rios, Cisneros, Rehrer, Garcia, and Mayor Huntoon. Also present were City Manager Elliott, City Attorney Edwards, and City Clerk Ramos. Personnel: Mayor Huntoon announced that Service Pins and Certificates will be presented to those employees who have from 5 years through 40 years Q of continuous service with the City. Also, employees will be given Certificates for perfect attendance of one or more years. Q Mayor Huntoon and the Council Members congratulated each employee as they were presented with their Service Pins and Certificates. Sewer System: Proposed Ordinance Director of Community Services Joseph McGee advised that Staff, as well as Steve Herrera, of Krieger and Stewart, have prepared a draft ordinance regulating the discharge of wastes into the City's sewer system, to comply with State and Federal regulations and controls. Mr. Herrera said he would briefly cover the draft ordinance and if Council Members had any questions or comments as they went along, he would be happy to respond. Mayor Huntoon stated before beginning the Session this evening, he wanted to introduce two gentlemen in the audience that will be ef- fected by this ordinance, Mr. Joe Birch, with Jon -Lin, Inc., and Mr. Morris Meyer, from Wartsila. Mr. Herrera then referred to an accompanying document, to the proposed ordinance, containing Tables listing comparisons and limitations with regard to minerals and toxins, showing the existing amounts and the proposed amounts, violations of proposed limitations by Class I Users, and comparisons of sewer service charges on an average monthly basis for sewer use. Mr. Herrera explained that the existing figures that are shown are taken from the City's existing Ordinance, and the proposed amounts comply with the State and Federal requirements. Mr. Herrera then discussed the mineral and toxic limitations that the Regional Board allows the City to discharge into the Santa Ana River, and also what the Treatment Plant can accept without upset- ing the treatment process. Discussion then followed with regard to industrial waste discharges that are made into the City's system and the effects, and limita- tions that would be violated if the proposed ordinance were adopted. Mr. Herrera then discussed sections of the proposed Ordinance relat- ing to required permits, general discharge prohibitions, special re- strictions as they relate to vehicle servicing facilities and water conditioning devices and restaurants, inspection and sampling, en- forcement, penalties, and adoption. ;', 3
