EMM <br />ADJOURNED COUNCIL MEETING <br />February 15, 1983 <br />In accordance with notice duly and legally given, an Adjourned Regu- <br />lar Meeting of the City Council of the City of Colton was held on <br />the above given date at 5:00 p. m., in the Council Chambers of City <br />Hall, Mayor Huntoon presiding. <br />ROLL CALL: <br />Council Members present were Rios, Cisneros, Rehrer, Garcia, and Mayor <br />Huntoon. Also present were City Manager Elliott, City Attorney <br />Edwards, and City Clerk Ramos. <br />Personnel: <br />Mayor Huntoon announced that Service Pins and Certificates will be <br />presented to those employees who have from 5 years through 40 years <br />Q of continuous service with the City. Also, employees will be given <br />Certificates for perfect attendance of one or more years. <br />Q <br />Mayor Huntoon and the Council Members congratulated each employee <br />as they were presented with their Service Pins and Certificates. <br />Sewer System: <br />Proposed Ordinance <br />Director of Community Services Joseph McGee advised that Staff, as <br />well as Steve Herrera, of Krieger and Stewart, have prepared a draft <br />ordinance regulating the discharge of wastes into the City's sewer <br />system, to comply with State and Federal regulations and controls. <br />Mr. Herrera said he would briefly cover the draft ordinance and if <br />Council Members had any questions or comments as they went along, he <br />would be happy to respond. <br />Mayor Huntoon stated before beginning the Session this evening, he <br />wanted to introduce two gentlemen in the audience that will be ef- <br />fected by this ordinance, Mr. Joe Birch, with Jon -Lin, Inc., and Mr. <br />Morris Meyer, from Wartsila. <br />Mr. Herrera then referred to an accompanying document, to the proposed <br />ordinance, containing Tables listing comparisons and limitations with <br />regard to minerals and toxins, showing the existing amounts and the <br />proposed amounts, violations of proposed limitations by Class I Users, <br />and comparisons of sewer service charges on an average monthly basis <br />for sewer use. <br />Mr. Herrera explained that the existing figures that are shown are <br />taken from the City's existing Ordinance, and the proposed amounts <br />comply with the State and Federal requirements. <br />Mr. Herrera then discussed the mineral and toxic limitations that <br />the Regional Board allows the City to discharge into the Santa Ana <br />River, and also what the Treatment Plant can accept without upset- <br />ing the treatment process. <br />Discussion then followed with regard to industrial waste discharges <br />that are made into the City's system and the effects, and limita- <br />tions that would be violated if the proposed ordinance were adopted. <br />Mr. Herrera then discussed sections of the proposed Ordinance relat- <br />ing to required permits, general discharge prohibitions, special re- <br />strictions as they relate to vehicle servicing facilities and water <br />conditioning devices and restaurants, inspection and sampling, en- <br />forcement, penalties, and adoption. <br />;', 3 <br />
