330 <br />the 1984 Municipal Election and the Miscellaneous Equipment request <br />for the purchase of a pin feeder for the Word Processor. Mrs. Ramos <br />stated both of these accounts are scheduled to be paid through Revenue <br />Sharing. <br />Councilman Rios inquired about the Miscellaneous Equipment Maintenance <br />Account. <br />City Clerk Ramos explained that if each of the six pieces of office— <br />equipment listed were to be placed on a formal written maintenance <br />contract, the cost would be the total sum budgeted - $1,300; howeve <br />it has been her practice not to sign and enter into formal written <br />agreements for maintenance of the equipment in her office. Mrs. Raines <br />further explained that it has proved more cost beneficial to the City <br />to pay the cost of actual needed repairs rather than pay the main- <br />tenance premium "just in case". Mrs. Ramos said at the end of the <br />fiscal year all unused monies in this account, as well as, all other <br />accounts reverts back to the General Fund. <br />Councilman Rios then inquired about the Legal Publications Account. <br />Mrs. Ramos explained that this money pays for all legal newspaper <br />publications with the exception of the Planning Department's. Mrs. <br />Ramos stated for example each ordinance, notice inviting bids, notices <br />of public hearings, resolutions with regard to elections, street vaca- <br />tions, some public works projects, special formated SCPPA material, <br />etc. <br />City Manager <br />City Manager Elliott reported this budget reflects the deletion of <br />of the position of Assistant to the City Manager with the remaining <br />portions basically the same as last year. <br />Personnel <br />Mrs. Peggy Madsen, Director of Personnel presented the budget stating <br />there were two new proposals which she would like to address. <br />Mrs. Madsen stated the first proposal is on Page 52, Professional <br />Service, and is an Employee Assistance Program with $7,200 budgeted. <br />Mrs. Madsen said this would pay for employee counseling. <br />City Manager Elliott reported many studies indicate that it is <br />of more benefit to Cities and private business to rehabilitate, <br />assist, and counsel employees, back from their personnel problems than <br />to train new individuals who may already have or develop similar <br />problems. Mr. Elliott stated the City has an investment in its <br />trained employees and it behooves it to get employees back on track. <br />Mr. Elliott stated the program is strictly confidential. <br />Councilman Rehrer asked if this type of employee assistance could <br />later be used against the City on a disability case. <br />Cicy Manager Elliott replied yes it could, however, it could also <br />serve to deter a disability claim and in either case the liability <br />exists. <br />Mrs. Madsen reported the second proposal is to reinstate a Safety <br />Program in the amount of $500. Mrs. Madsen stated R.L. Kautz assist <br />the City in Safety areas, as they are the Workers' Compensation Insur- <br />ance Administrators. <br />Insurance <br />City Manager Elliott said these accounts reflect cost of the premiums <br />for the various insurances that we must have. <br />Community Promotion <br />City Manager Elliott reported the Chamber of Commerce has their budget <br />included within this budget. <br />JUN i�1983 <br />
