331 <br />Mayor Huntoon stated that he is very happy with the work the Chamber <br />of Commerce has been doing and the fact that the Chamber and City <br />are working as a team. <br />City Manager Elliott reported that he has recommended an increase in <br />funding and that this be accomplished through Revenue Sharing. <br />Mrs. Elsa Ingalls, Chamber President addressed the City Council saying <br />that a copy of the Chamber's Budget had been forwarded to the City <br />Council. <br />Council Members indicated they had not yet received the Chamber <br />budget. <br />City Manager Elliott located and distributed copies of the Chamber <br />budget. <br />The Chamber was asked what the Goodwill Fund covered. <br />Chamber Manager Dawson reported that occasionally the Chamber sends <br />flowers for funerals. <br />Discussion followed. Some Council Members voicing objection to a full <br />time City Attorney position, and some Council Members endorsing the <br />recommendation. <br />Councilwoman Garcia stated that if a full time City Attorney was not <br />funded there would also be a savings on salary related benefits <br />attached to the recommendation of full time funding. <br />Councilman Rios inquired about the beeper in the Property Rental <br />Account. <br />City Manager Elliott responded the beeper was for the special long <br />distance pager. <br />Planning and Building <br />Director Aguilera reported he is requesting that an existing <br />Position of Building Inspector be elevated to Chief Inspector to <br />allow for one of the inspectors to become the supervisor in Building. <br />Mr. Aguilera stated this would be an increase of $1,824. in salaries, <br />however, a $10,000 salary savings still exists due to the combining of <br />the two Departments under one Director. <br />Discussion followed on the need to have one of the inspectors in the <br />offfice at all times. <br />Mr. Aguilera replied two of the inspectors have field duty and the <br />third inspector acts as the Plan Checker. <br />Discussion followed on various complaints received by Council Members. <br />Mr. Aguilera explained that under the Civic Center Budget there is <br />a proposed new telephone system, an Advance Convertamatic Floor <br />Scrubber, and new furnishings for the Civic Center Conference Room. <br />City Manager Elliott explained the new telephone system stating that <br />it would be entirely automated, that the Intermediate Typist Clerk <br />manning the current switchboard would be transferred to the same <br />job classification and that she has been briefed of such so that <br />she that she understands she will continue to be employed. <br />Council Members inquired about the badges for the Building Inspectors. <br />JUN 1 2 1583 <br />City <br />Attorney <br />N <br />Q <br />City <br />Manager Elliott <br />reported this budget <br />remains substantially the <br />same, <br />however, he is <br />recommending that <br />the City Attorney be funded for <br />Q <br />full <br />time and that this <br />is on request <br />of the City Manager and not from <br />the <br />City Attorney. <br />Mr. Elliott stated <br />that he is utilizing the <br />services <br />of the City <br />Attorney more and <br />more frequently. <br />Discussion followed.
