332 <br />Mr. Aguilera responded that all employees have I.D. Badges, however, <br />the badges that he is proposing would be to indicate a certain power <br />authority when needed. <br />Mayor Huntoon stated he did not like to see any employee having Police <br />authority and that should an Inspector require backup he could always <br />get a Police Officer to accompany him. <br />Community Development Act <br />Mr. Aguilera stated this budget reflects an increase of one step for <br />the Community Development Coordinator. Mr. Aguilera stated that in <br />the future the Coordinator will be processing and administering four <br />active grants due to overlapping of existing grants and new grants <br />being applied for. <br />Discussion followed on the purchase of new equipment to replace that <br />returned to the County. <br />Finance <br />Assistant Finance Director Andengaard stated that in the 01 Salaries <br />Account she has proposed a reclassification of Secretary II to an <br />Administrative Secretary, the additional cost would be $1,723. <br />Mrs. Andengaard explained the request for the purchase of a new <br />computer terminal and stand and computer printer and stand, saying <br />this is proposed to be funded by Revenue Sharing. <br />Mrs. Andengaard reported a proposed reclassification in the Salaries <br />Account of Utility Billing Division. Mrs. Andengaard explained that <br />at the present time all five of the Account Clerk I's report directly <br />to leer and there is a need for a supervisor to act as lead person in <br />that division. Mrs. Andengaard said the cost would be $568. <br />Councilwoman Garcia asked what administrative duties does the <br />Secretary perform to justify the reclassification. <br />Mrs. Andengaard enumerated the duties performed. <br />Councilwoman Garcia stated in her opinion all of duties specified are <br />of a clerical nature and not administrative and that she is having a <br />problem with increasing salaries without merit. Councilwoman Garcia <br />said in the case of the Utility Division the reclassification in her <br />opinion is merited and justifiable. <br />Mrs. Andengaard stated that an expenditure to purchase window blinds <br />for the front utility windows is proposed. <br />Mrs. Andengaard reported that in the Purchasing Division the purchase <br />of a computer display station, computer table and a calculator are <br />proposed. <br />Budget <br />General <br />City Manager Elliott stated this concludes the budget scheduled for <br />this evening and he would like some direction from the Council. <br />Dis,�ussion followed with regard to Council consensus that no decisions <br />would be made tonight. Mayor Huntoon stated that there have been some <br />notes made with regard to certain items and asked if the Council no— <br />wished to take action on any of these matters. <br />Moved by Councilwoman Garcia, seconded by Councilman Rios, not to <br />approve the full time City Attorney proposal. <br />Discussion followed, Councilman Rehrer stated he was not ready vote <br />this evening on this matter. Councilwoman Cisneros said as a courtesy <br />to Councilman Rehrer this matter should be continued. <br />Upon voice vote, Councilman Rios and Councilwoman Garcia voted AYE; <br />Councilman Rehrer voted NO; Mayor Huntoon and Councilwoman Cisneros <br />ABSTAINED. <br />JLN 1083 <br />
