334 <br />Chief Gemmell also addressed the reclassification of a Secretary II <br />to Administrative Secretary at an increase of $780; change the <br />Equipment Mechanic to Fire Equipment Mechanic at an additional cost <br />of $1,332. <br />Councilwoman Garcia asked Chief Gemmell what administrative duties <br />the Secretary II was performing or what was taken into consideration <br />when making this proposal. <br />Chief Gemmell explained the current duties of the Secretary II, saying <br />that her work load has grown considerably, due to the increase of <br />fire runs, from 476 in 1966 to 2,510 in 1982, and that the Secre- <br />tary II's duties were not necessarily increasing, but the job has <br />grown considerably. <br />Council discussion followed as to the differentials between the <br />Secretarial Classifications. City Manager Elliott commented that <br />perhaps what was needed was a different title other than Adminis- <br />trative and suggested a Secretary III. <br />Council Members were of the opinion that a study was needed in <br />order to look at job descriptions and areas of responsibility. <br />City Manager Elliott reported that Staff would look into this and <br />report back to the Council before final budget adoption. <br />Discussion reverted back to the Equipment Mechanic reclassification. <br />Chief Gemmell explained the many talents of the mechanic saying the <br />City saves considerably by having a person that works on the fire <br />equipment in-house. <br />Chief Gemmell was asked to explain the required fire manning. <br />Chief Gemmell stated that each of the stations are scheduled with <br />a three man crew per shift, with the exception of Headquarters, and <br />there five men are used due to the Paramedics working from this <br />station. <br />Chief Gemmell reported that under Temporary Salaries he has request <br />a temporary employee, an Intermediate Typist Clerk to work three ho> ; <br />per day, three days per week, to help the Secretary II. <br />Chief Gemmell reported the Overtime Account has been reduced this <br />year. <br />Discussion followed on the purchase of a new fire truck. Chief <br />Gemmell was of the opinion that sufficient monies might become <br />available from HUD funds remaining after the construction of the Fire <br />Station. <br />Chief Gemmell reported that under Account 40, Special Department <br />Expense, the sum of $5,000 has been funded under Revenue Sharing to <br />be used for hazardous material cleanup, as required under the Federal <br />and State regulations. <br />Chief Gemmell stated in Auto Equipment Account 91, item No. 3. the <br />Fiberglass top for Unit 433, may not be needed if HUD funds the <br />new Fire Truck. <br />Chief Gemmell reported that he had spoken with the County with regard <br />to the polyurethane foam roofing material they have used and that he <br />is proposing the same under Item 9 of Account 93• <br />Councilman Rehrer stated he would like to see a demonstration given <br />under the Civil Defense Program. <br />Chief Gemmell reported that just recently such a demonstration was <br />conducted for staff and that during this year's flooding the equipment <br />and Civil Defense Program were put into use. <br />Community Services <br />City Manager Elliott reported there was not sufficient time to <br />complete the Community Services budget tonight, therefore, this <br />budget would be considered on Monday, June 20. City Manager Elliott <br />stated Mr. McGee was present and there is an item needing Council <br />action before the next regular meeting. <br />JUfd?J_; <br />
