365 <br />MAYOR'S REPORTS AND PROCLAMATIONS <br />Awards <br />Councilman Rios stated that on behalf of the City Council, and all <br />the citizens of the City of Colton, he would like to extend a warm <br />welcome to the Fairbanks Little League, Alaskan Champions, and all <br />those involved in the 1983 Western Regional Championship Little <br />League Baseball Tournament. Mr. Rios advised that Division 21 is <br />hosting this team from Alaska. <br />Mayor Huntoon then presented each player, the Manager, Coach, and <br />District Administrator with key chains containing the City of Colton <br />emblem. Mayor Huntoon also presented a key chain to Bob Levine, who <br />had contributed a great deal of time and effort during the Tournament. <br />PUBLIC HEARINGS: <br />Zoning <br />Ord. No. 1649 <br />Mayor Huntoon declared the Public Hearing open. <br />Deputy City Clerk Veralrud submitted the Affidavit of Publication <br />(� and reported that no protests or objections had been received. <br />Planning Director Aguilera reported on the request for a change of <br />Q zone from RE to RE/PC, on a 42 acre site void of development and <br />presently zoned RE, located in the Reche Canyon area approximately <br />100 feet north of Westwood, 2,400 feet west of Reche Canyon Road, <br />bounded on the west by the Colton City limits and 1,500 feet south <br />of Barton Road. <br />Mr. Aguilera continued the applicant has indicated the proposed <br />project will consist of the development of 84 single-family de- <br />tached residences. No development plans have been submitted at <br />this time. The Planned Community overlay will allow the applicant <br />to vary from the Zoning Ordinance development standards and there- <br />by allow the applicant to transfer densities. These variations <br />are subject to approval by the Planning Department during the re- <br />view of the required tentative tract. <br />Mr. Aguilera concluded the Planning Commission, at a Public Hearing <br />held August 9, 1983, recommended approval of the zone change request <br />as outlined in Planning Commission Resolution No. 1084. Mr. Aguilera <br />stated if Council concurs with the recommendation, it would be in <br />order to consider First Reading of Ordinance No. 1649. <br />Mayor Huntoon asked if there was anyone in the audience that desired <br />to speak on this matter. <br />Mr. Joseph E. Bonadiman, of Joseph E. Bonadiman & Associates, Inc., <br />606 East Mill Street, San Bernardino, stated his firm is the engi- <br />neer for this project, and if the Council Members, or anyone, have <br />any questions, he would be more than happy to answer them. <br />Mr. Gene McMeans, 12004 Glenwood, Colton, stated that he was not <br />particularly opposed to the zone change, however, he felt the City <br />Council should make sure there are provisions for proper access <br />roads in and out of the development and that this should be outlined <br />in the final Engineer's Report. Mr. McMeans stated the roads through <br />the Westwood development are narrow, with many curves, and putting <br />in a loop road that returns to Barton Road should possibly be con- <br />sidered. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />terminate the Public Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to waive <br />full reading and pass First Reading of Ordinance No. 1649. Vote <br />was unanimous. <br />AUG 16 <br />
