366 <br />ORDINANCE NO. 1649 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />First Reading ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />City Manager Elliott entered the Council Chambers at 7:50 p. m. <br />Zoning <br />Ord. No. 1650 <br />Mayor Huntoon declared the Public Hearing open. <br />Deputy City Clerk Veralrud submitted the Affidavit of Publication <br />and reported that no protests or objections had been received. <br />Planning Director Aguilera reported on a change of zone, from RE <br />to RE/PC, on property containing approximately 142 acres of vacant, <br />hilly terrain located approximately 500 feet south of Westwood, com- <br />mencing at Reche Canyon Raod and continuing west for approximately <br />8,000 feet. The engineer for the applicant has indicated that the <br />proposed use for the site is the development of 284 detached, single- <br />family dwellings, however, no development plans have been submitted <br />at this time. The Planned Community overlay will allow the appli- <br />cant to vary from the Zoning Ordinance development standards and will <br />allow the applicant to transfer densities. The variations would be <br />subject to the approval of the Planning Commission during the re- <br />view of the required tentative tract. <br />Mr. Aguilera advised that at the Public Hearing, August 9, 1983, the <br />Planning Commission recommended approval of the zone change request <br />as outlined in Planning Commission Resolution No. 1085, and, if <br />Council concurs, it would be in order to consider First Reading of <br />Ordinance No. 1650. <br />Mayor Huntoon asked if anyone present desired to speak on this <br />matter. <br />Speaking in opposition to the Zone Change, because the majority of <br />residents in Reche Canyon want to retain a rural type atmosphere, <br />they are concerned about overcrowding of homes in the Canyon, creat- <br />ing water problems, traffic and fire hazards, impaction of schools, <br />and they would like to maintain a low density, single family state, <br />were the following: <br />Mr. Gene McMeans, 12004 Glenwood, Colton. <br />Mrs. Gerry Farris, 7841 Reche Canyon Road, Colton. <br />Speaking in favor of the Zone Change and proposed project were the <br />following: <br />Mr. Joseph E. Bonadiman, 606 East Mill Street, San Bernardino. <br />Mr. Vandiver, 577 D Street, San Bernardino. <br />Mr. John Theodorou, 8950 Reche Canyon Road, Colton. <br />Mr. Bonadiman added that the City's General Plan and Zoning Ordinance <br />do allow for the density and number of units proposed. Mr. Bonadiman <br />stated that once the plans have been prepared for this project, they <br />will have to be reviewed by the Planning Commission and Staff, and <br />they would be required to provide the proper utilities, grading, <br />traffic control, etc. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, the <br />Public Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to waive full <br />reading and pass First Reading of Ordinance No. 1650.
