Councilwoman Garcia stated the City had requested reports on the <br />Plant and their operations, and she wanted to know if this had <br />been done and the deficiencies taken care of. <br />City Manager Elliott stated he thought he could provide the re- <br />port for the Adjourned Meeting scheduled for Thursday. <br />Mr. Lloyd Hedenland, President of S.O.C.I., stated that approxi- <br />mately three months ago he had asked for the one year extension <br />on the Agreement with the City. Mr. Hedenland advised there has <br />been an increase in costs for natural gas, chlorine and electric- <br />al power, and the new agreement has the same terms and same con- <br />ditions. Mr. Hedenland said they plan to change all of the land- <br />scaping around the plant, they are meeting all of the discharge <br />requirements, and have the latest equipment for cleaning, etc. <br />After additional discussion, moved by Councilwoman Cisneros, sec- <br />onded by Councilman Rios, to approve extension of Agreement with <br />Sanitation and Operation Consultants, Inc., for operation of <br />Sewer Treatment Plant as outlined by Staff. Unanimous vote. <br />Ordinance No. 1648 <br />Second Reading <br />N <br />City Attorney Edwards introduced Ordinance No. 1648 for Second <br />Reading, reading it as to number and title only: <br />Q ORDINANCE NO. 1648 - AN ORDINANCE OF THE CITY COUNCIL OF THE <br />Q Second Reading CITY OF COLTON AUTHORIZING AN AMENDMENT <br />TO THE CONTRACT BETWEEN THE CITY COUNCIL <br />AND THE BOARD OF ADMINISTRATION OF THE <br />CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT <br />SYSTEM. <br />Movad by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />pass Second Reading and adopt Ordinance No. 1648. Unanimous <br />vote. <br />ORAL COMMUNICATIONS: <br />Mr. Gene McMeans, 12004 Glenwood, Colton, suggested that the City <br />Council consider a moratorium effort on development, and serious- <br />ly discuss this matter at a later date. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 9:30 P. m., to <br />discuss Personnel Matters, and reconvened at 9:43 p. m., all <br />Members present. <br />ADJOURNMENT: <br />There being no further business to come before the City Council <br />at this time, Mayor Huntoon adjourned the meeting at 9:45 p. m., <br />to meet for an Adjourned Regular Meeting on Thursday, August 18, <br />1983, at 5:30 p. m., in the Council Chambers of City Hall. <br />All - <br />u a s <br />JANE M.
