Councilwoman Garcia stated the City had requested reports on the Plant and their operations, and she wanted to know if this had been done and the deficiencies taken care of. City Manager Elliott stated he thought he could provide the re- port for the Adjourned Meeting scheduled for Thursday. Mr. Lloyd Hedenland, President of S.O.C.I., stated that approxi- mately three months ago he had asked for the one year extension on the Agreement with the City. Mr. Hedenland advised there has been an increase in costs for natural gas, chlorine and electric- al power, and the new agreement has the same terms and same con- ditions. Mr. Hedenland said they plan to change all of the land- scaping around the plant, they are meeting all of the discharge requirements, and have the latest equipment for cleaning, etc. After additional discussion, moved by Councilwoman Cisneros, sec- onded by Councilman Rios, to approve extension of Agreement with Sanitation and Operation Consultants, Inc., for operation of Sewer Treatment Plant as outlined by Staff. Movad by Councilwoman Cisneros, seconded by Councilman Rehrer, to pass Second Reading and adopt Ordinance No. 1648. Unanimous vote. ORAL COMMUNICATIONS: Mr. Gene McMeans, 12004 Glenwood, Colton, suggested that the City Council consider a moratorium effort on development, and serious- ly discuss this matter at a later date. CLOSED SESSION: The City Council adjourned to Closed Session at 9:30 P. m., to discuss Personnel Matters, and reconvened at 9:43 p. m., all Members present.
