Mr. Edwards said the next step would be to consider First Reading op:3 <br />Ordinance No. 1648, authorizing the Amendment to the Contract. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass <br />First Reading and waive full reading of Ordinance No. 1648. Vote <br />was unanimous. <br />ORDINANCE NO. 1648 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />First Reading) OF COLTON AUTHORIZING AN AMENDMENT TO THE CON- <br />TRACT BETWEEN THE CITY COUNCIL AND THE BOARD <br />OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EM- <br />PLOYEES' RETIREMENT SYSTEM. <br />Agreements <br />EPA <br />Mr. Edwards advised Colton has pending an appeal of an audit determi- <br />nation that various charges reduce the amount of the grant to Colton <br />to construct the new sewer plant. Previously, it was determined the <br />major audit claim was invalid; now it has been determined that another <br />item of about $30,000 pertaining to interest charges also was invalid. <br />Furthermore, an item of about $5,000, dealing with engineering fees, <br />also has been determined to be invalid. <br />Mr. Edwards further advised the attorneys for the U. S. Environmental <br />Protection Agency submitted a formal document to close the case. <br />Q Mr. Edwards then referred to a "Consent Agreement", which has been re- <br />vised and provides that substantially the entire original grant is due <br />to the City and that when paid, the City's appeal will be dismissed. <br />Mr. Edwards concluded Staff recommends that the City Manager be <br />authorized to sign the Consent Agreement on behalf of the City. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, approv- <br />ing Staff's recommendation and authorizing the City Manager to exe- <br />cute Consent Agreement on behalf of the City of Colton. Unanimous <br />vote. <br />Ordinance No. 1646 <br />Second Reading <br />Mr. Edwards introduced Ordinance No. 1646 for Second Reading, reading <br />it as to number and title only: <br />ORDINANCE NO. 1646 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />Second Reading) ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to pass <br />Second Reading and adopt Ordinance No. 1646. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. Joaquin Granado, 510 Fur Street, Colton, expressed gratitude and <br />appreciation to the City Council and Staff, in particular Max Lofy, <br />from the baseball league for all of the assistance and support. <br />ADJOURNMENT: <br />-- Moved by Councilwoman Cisneros, seconded by Councilman Rehrer and <br />unanimously passed, Mayor Huntoon adjourned the meeting at 7:58 <br />p.
