No. 4397 City Manager Elliott reported from his memorandum regarding con- sideration and approval of the Mid -Year Budget, requesting approval of the purchase of a new typewriter for the City Manager's office, as outlined in Resolution No. 4397. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Mid -Year Budget and RESOLUTION NO. 4397. Unanimous vote. RESOLUTION NO. 4397 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1983-34 FISCAL YEAR BUDGET. Financing/Bonds Res. No. 4398 Mr. Francis Baum, of Best, Best & Krieger, reviewed his memorandum and the legal documents forwarded to the Council Members pertaining to the Multifamily Housing Revenue Bond Issue, stating the approv- ing resolution has been revised by adding a new Section 15. After discussion, moved by Councilman Rios, seconded by Councilwoman Cisneros, to approve the issuance and sale of the City's Multifamily Housing Revenue Bonds, Issue A of 1983, to Security Pacific Capital Markets Group, and Resolution No. 4398. Unanimous vote. RESOLUTION NO. 4398 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING DOCUMENTS FOR THE ISSUANCE OF MULTIFAMILY HOUSING REVENUE BONDS. ATTORNEY'S REPORTS AND RECOMMENDATIONS: Ordinance Nos. 1657 and 1658: Second Reading City Attorney Edwards introduced Ordinance Nos. 1657 and 1658 for Second Reading, reading them as to number and title only: ORDINANCE NO. 1657 - AN ORDINANCE OF THE CITY OF COLTON TO AMEND (Second Reading) ORDINANCE NO. 1484 AND THE COLTON MUNICIPAL CODE IMPOSING A SALES AND USE TAX TO BE AD- MINISTERED BY THE STATE BOARD OF EQUALIZATION. ORDINANCE NO. 1658 - AN ORDINANCE DECLARING THE NEED IN THE CITY OF Second Reading) COLTON FOR AN INDUSTRIAL DEVELOPMENT AUTHORITY AND ESTABLISHING SUCH AN AUTHORITY. Moved by Councilman Rehrer, seconded by Councilman Rios, to pass Second Reading and adopt Ordinance Nos. 1657 and 1658. Vote was unanimous. County of San Bernardino/Legislation City Attorney Edwards reported on Ordinance No. 1659, an Urgency Ordinance, which provides for implementation of a program to moni- tor underground storage of hazardous materials as required by recent State legislation, and which needs to be adopted prior to January 1, 1984.
