Mayor Huntoon declared the Public Hearing open. <br />Deputy City Clerk <br />that no protests <br />Veralrud submitted the Affidavit of Publication and reported <br />or objections had been received. <br />Planning and Building Director Aguilera reported on a General Plan Amendment re- <br />quested by Bahnsen and Beckman Industries to change the land use designation on <br />property located at 650 Agua Mansa Road from Agricultural to Industrial for the <br />purpose of constructing a duck processing plant, slaughter house, and storage <br />facility on the northeast corner of the property. The proposed building would <br />be approximately 12,000 square feet in area. <br />Mr. Aguilera said that Staff and the Planning Commission reviewed the project and <br />found it to be inconsistent with the intent of the General Plan and, therefore, <br />recommend denial, as outlined in Planning Commission Resolution No. 1056. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mrs. Sybil D. Dunn, 656 Agua Mansa Road, stated she had opposed this proposed project <br />at the Planning Commission hearing, and she was here this evening to again express <br />her opposition to the matter. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, the Public Hearing was <br />terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approving Planning <br />mission Resolution No. 1056, denying General Plan Amendment, Index No. G-4-82. Vote <br />was unanimous. <br />Planning Cases <br />Text Amendment <br />Mayor Huntoon declared the Public Hearing open. <br />Deputy City Clerk Veralrud submitted the Affidavit of Publication and reported that <br />no protests or objections had been received. <br />Planning and Building Director Aguilera advised that a Sign Ad Hoc Committee was <br />created in order to draft new regulations regarding the City's Sign Ordinance, <br />due to the number of applicant requests for variances for the installation of <br />signs which deviate from the ordinance because of proposed height, area or loca- <br />tion. <br />Mr. Aguilera continued that in addition, the video arcade business, which is a new <br />and unique type of operation, has become very popular and the City of Colton, as <br />well as most other cities, has found that the zoning ordinance does not properly <br />regulate video arcade businesses. Colton has a provision in its zoning ordinance <br />which requires Conditional Use Permit approval for those uses not identified by the <br />ordinance, however, the Planning Commission determined that it was too much of a <br />burden to applicants, and to the City, to require C.U.P. approval each time and <br />directed Staff, in conjunction with the Sign Ad Hoc Committee, to develop regu- <br />lations for video arcade use. <br />Mr. Aguilera stated Ordinance No. 1633 shows the changes and additions to the <br />existing ordinance, which the Planning Commission felt were necessary in order <br />to address these problems. Mr. Aguilera concluded Staff recommends introduction <br />and First Reading of Ordinance No. 1633. <br />Mayor Huntoon asked if anyone desired to speak on this matter. <br />Councilwoman Garcia asked how the new ordinance differed from the existing ordi- <br />nance relating to signs. <br />Mr. Aguilera stated the existing ordinance permits signs to a height of 20 feet, <br />with the exception of the Cooley Ranch area, which is 45 feet. Mr. Aguilera said <br />the new ordinance will now permit signs to a height of 45 feet, which will make <br />it uniform throughout the City. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, the Public Hearing <br />was terminated. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to waive full reading <br />and pass First Reading of Ordinance No. 1633.
